MDGs and JPOI targets MDG 2000 In its 2000 Millennium Declaration, the UN set 8 goals for development, the Millennium Development Goals These goals set an agenda for improving human conditions by 2015 Goal 1: Eradicate extreme poverty and hunger Goal 2: Achieve universal primary education Goal 3: Promote gender equality and empower women Goal 4: Reduce child mortality Goal 5: Improve maternal health Goal 6: Combat HIV/AIDS, malaria and other diseases Goal 7: Ensure Environmental sustainability Goal 8: Develop a global partnership fordevelopment Department of Water Affairsand Forestry

MDGs and JPOI targets MDG 2000 Millennium Development Goal 7: Ensure Environmental sustainability • By 2015, integrate the principles of sustainable development into country policies and programmes; reverse loss of environmental resources • By 2015, reduce by half the proportion of people without sustainable access to safe drinking water • Achieve significant improvement in the lives of at least 100 million slum dwellers, by 2020 Department of Water Affairsand Forestry

MDGs and JPOI targets JPoI targets In 2002 the World Summit on Sustainable Development agreed on the Johannesburg Plan of Implementation targets • To halve, by the year 2015, the proportion of people who are unable to reach or to afford safe drinking water, AND (this was added) • the the proportion of people without access to basic sanitation • Develop integrated water resources management and water efficiency plans by 2005, with support to developing countries Department of Water Affairsand Forestry

MDGs and JPOI targetsImplementation • South Africa reached the target to develop integrated water resource management and water efficiency plans by 2005, one year in advance with the adoption of the NWRS in September 2004 • South Africa will provide access to safe drinking water to all its people by 2008 • South Africa will provide access to basic sanitation to all its people by 2010 Department of Water Affairsand Forestry

MDGs and JPOI targets Africa • However, most countries in Africa will not reach the agreed water and sanitation targets in time • Kofi Annan (Sept 2005): The aims of the MDGs could be achieved, BUT only if member States to the UN are willing to work in a global partnership • The slow and uneven implementation of the goals and targets will directly impact on the eradication of poverty and the achievement of sustainable development Department of Water Affairsand Forestry

MDGs and JPOI targets Global partnership • Countries on their own cannot achieve the MDGs and JPoI targets • Global forums (UN CSD and WWF) should be used to reaffirm commitments • Special needs of Africa should be prioritized on the international water and sanitation agenda • Africa is the only continent that is not on track to meet the goals and targets by 2015 • Commitments should be based on mutual but differentiated responsibilities Department of Water Affairsand Forestry

MDGs and JPOI targets Global commitment • Substantial increase in ODA is required to achieve the develop goals and targets • The Camdessus Report (3rd WWF) recognised that substantially more funds and specifically more grant funds will be needed to achieve the development goals and targets Department of Water Affairsand Forestry

  10. MDGs and JPoI targets Conclusion : DWAF is the custodian of the nation’s water resources. The challenge is to manage these resources in a manner that promotes equity, sustainable development and efficiency. DWAF’s focus is on national, sub-regional and regional action to put the poor first, an approach which is founded on the values which underlie the Millennium Declaration and the Johannesburg Plan of Implementation Department of Water Affairsand Forestry
