  2. Applying for Certification Application forms may be found on the PDE website. Select “Certifications”and then “Applications and Forms” from the left side bar. Applications with incomplete information, missing documentation, or incorrect fees will result in processing delays! Ensure that current forms and fees are submitted to avoid processing delays.

Teacher Information Management System (TIMS) • The current Teacher Certification System (TCS) is scheduled to be replaced by TIMS in September 2011: • Online tool for all types of applications and certificate areas • Interactive capabilities for applicants, IHEs, LEAs • Increased service capabilities for applicants, IHEs, and LEAs • Prototype samples on following pages, items in REDare used for descriptions of the page

  7. How Long Does It Take? Processing time varies especially during peak season… Check status on-line at www.education.state.pa.us. Select “Certifications” from the left hand navigation bar OR Teachers button in near the top of the page Click on the “Application Processing Status” link Enter the Educator’s SSN and the current application status will be displayed

New for Charter Schools The new Teacher Information Management System (TIMS) will allow: • Charter school teachers who do not currently hold a Pennsylvania certificate to • Register online through TIMS for Charter School Teacher Designation • List educational degrees and assessments completed • Allow for HQT determinations within the system

Level I Certificate • Valid for 6 years of service time (clock starts when employed on the certificate) • Full-Time service on certificate • Long-Term Substitute for 45 or more days in a single assignment, and then 50% or more of the school day or week • Charter School Experience is optional (24 P.S.§ 17-1724-A) • Must be converted to a Level II (permanent) certificate during the validity period of the certificate or it will lapse • All instructional certificates held by the educator will convert to Level II simultaneously, or lapse simultaneously

  10. Level II Conversion To convert to a Level II certificate, educators must complete: • 3 years of satisfactory service • 24 post-baccalaureate credits • 6 credits of Special Ed/inclusion or • 6 credits of SAS • PA approved induction program

Level II Credit Requirements • Initial Instructional issued BEFORE 9/22/07 • does not affect you even if applying after 9/1/2011 • areas added after 9/22/07 are not affected since it is not an INITIAL certificate • Initial Instructional issued AFTER 9/22/07 • 6 inclusion or SAS credits required • Level II credits taken before 9/1/2011 accepted, remaining credits taken after 9/1/2011 must meet the requirement • Example: 21 credits completed before 9/1/2011, the remaining 3 must meet the inclusion/SAS requirement

What Coursework Meets the Level II Credit Requirement? • CSPG #7 – Level II Certification • Contains information on acceptable coursework on page 2 • Accommodations and Adaptations Guidelines • Identifies areas that would meet the requirements • Standards Aligned System Guidelines • Will be available soon and will identify areas that will meet the requirements

How Do Educators Remain in Compliance With ACT 48? • All educators holding PA certificates must comply with ACT 48 • Certificates are kept active by completing 180 hrs. of professional development during each 5 year reporting period. • Collegiate credits (6 credits = 180 continuing education hours) • PDE-approved in-service and continuing education credits

CE • Acceptable credits/hours • College credits-2 or 4 year • IU credits • In-service hrs. from approved providers • Penalty - Inactive certificate

  18. Inactive Certificate A person with an inactive certificate may be employed as a substitute in their endorsement area for up to 90 days a school year

Reactivating an Inactive Certificate • Voluntary Inactive Status • Submit form PDE 338 R-2 and evidence of 30 hours or 1 credit earned within the prior 12 months • Once active status granted, educator will have balance of the original five-year period to complete the remaining hours to fulfill Act 48

Reactivating an Inactive Certificate • Involuntary Inactive Status • Once an educator has met the Act 48 requirements for the period (180 hours of professional education or six collegiate credits) and they have been submitted to PDE, the Teacher Certification System will automatically return that certificate to active status and assign a new five-year compliance period

SUBSTITUTE TEACHER CERTIFICATION/PERMIT OPTIONS • *The internet upload (type 06) option may not be used for applications for non-citizens, or any applicant that has checked any box other than “no” to any question in Section IV – Background on the PDE 338 G form. • **A school district may apply for an Emergency Permit on the behalf of a candidate prepared outside the United States who does not hold an immigrant visa or Green Card, if the district is applying for a: • Type 08 (Exchange Teacher, Cultural Exchange or Visiting Scholar) • Type 01 or 04 (Foreign Language)

  24. Lapsed Certification Educators with lapsed certificates may not teach on the certificate

  25. Reinstating a Lapsed Certificate • Complete the requirements for Level II • Submit application • When approved, certificate will become permanently valid

  26. Adding an Area of Certification to an Instructional Certificate Area of certification is not added-on automatically by taking the test! Application 338G-Add-On is located on the website. Most instructionalareas can be added-on by passing the content area exam. Areas that cannot be added-on in this way: • Elementary • Early Childhood Education • All Special Education Areas • Any areas with tests that have no qualifying score • Reading Specialist • Cooperative Education • Health & Physical Education

CSPG # 76, 79, 95 and 104June 1, 2010 School Counselors, Principals Mid-level 5th-8th Elementary School Counselors and Principals may serve at 5th-8th in mid-level buildings Secondary School Counselors and Principals may serve at 5th-8th in mid-level buildings 7-9 or 7-12 Instructional certificates may not be used at the 5th grade level (CSPG #104)

SFSF Data Collection • Effort kicked off 1/30/2010 • Original Deadline 2/23/2011 – extended to 3/10/2011 • Error reports emailed 5/2/2011 – corrections due back by 5/10/2011 • Website scheduled to “go live” on 6/1/2011 • Data update period sometime in July/August • Data due to USDE by 9/30/2011

  34. What is Changing in 2013? • New certificates will be issued for: • Grades PK through 4 • Grades 4 through 8 • Special Education PK-8 • Special Education 8-12 • Administrative program guidelines have also changed • Endorsements created in 2010 • Autism and Coaching

  35. New Programs Include: 190 hrs. of field work plus 12 wks. full-time student teaching (New guidelines being developed) 9 credits or 270 hrs. of adaptations & accommodations for diverse learners in an inclusive setting 3 credits or 90 hrs. of meeting the needs for English Language Learners

Field Experiences for Educator Preparation CandidatesCompetencies • The field experience should align with required competencies rather than time • Field and student teaching competencies are being developed from existing guidelines. • Competencies will be assessed for candidates and programs will be evaluated on the competencies

Field Experiences for Educator Preparation CandidatesPlacements Field experiences/student teaching also require specific placement(s), depending on: • Age and grade band served by the certificate, e.g., K-12 candidates split their placements in different grade levels and organizational structures • Content of certificate

  38. Field Experiences for Educator Preparation CandidatesPlacements • Placements may be in multiple school types but must include public schools • At least one placement experience must include students with special needs in inclusive settings • Supervision must be face to face

  39. Evaluation Systems of Pearson Pennsylvania Educator Certification Tests (PECT) PDE has contracted with the Evaluation Systems group of Pearson to develop and administer: Basic Skills PreK-4 Special Education PreK-8 Special Education 7-12

Educational Testing Service (Praxis) PDE contracted with ETS to develop: New Tests for grades 4-8 Updated test for Principals and a separate test for Superintendents Note: Other certification testing will continue to be provided through the Praxis Series (ETS) Language Assessments will continue to be provided through ACTFL

ESL Program Specialist New Guidelines • Committee of ESL program providers and experts developed new guidelines to be released this summer • Competencies revised to reflect current best practices and addition of field experience requirements • Credit total may not exceed 18 credits • Providers have a year to revise programs; all programs will submit revised program designs for approval

Major Program Review Cycles Restarting Fall 2011 • Eight colleges/universities will pilot new web-based program review process in 2011-2012 • Implementing an outcome-based review • Programs self-analyze factors contributing to strengths and concerns • Demonstrate evidence of how they have made program improvements in response to data

  43. Major Program Review Cycles Restarting Fall 2011 New process presents opportunities for IHEs to partner with LEAs in: • Development of mission • Program design, • Placement of candidates for field experience/student teaching • Follow-up with newly hired graduates

  44. School Code 2011 Provisions of School Code Bill of 2011 Superintendent, Assistant Superintendent • Graduate degree in business or finance • 4 years of relevant experience in business, finance or management • PIL Requirement

School Code 2011 Administrative, Vocational Director Certificate • Bachelor’s Degree from an accredited College or University • 3 years of relevant professional experience • An Approved college or university program or • Within 2 years of employment must produce satisfactory evidence of completing an approved leadership development program • Demonstrated knowledge of Basic School Laws and regulations

School Code 2011 Act 48 Suspension • 2 year suspension of requirements through June 30, 2013 • Each professional educator will have the same amount of time on July 1, 2013 as existed on the effective date of the moratorium. • An educator can accrue additional hours during the moratorium • New candidates for appointment as District Superintendent, Administrative and Vocational Director certification must complete a PIL approved professional development program • A study of costs and benefits of professional development requirements is due March 1, 2013.

  47. School Code 2011 Out of State Candidates • Valid Instructional Certificate from another state • Bachelor’s Degree • 2 years of successful classroom experience • Demonstrates subject matter competency • Secretary shall adopt standards and guidelines as necessary

School Code 2011 Postbaccalaureate Certification Programs • Accelerated programs, residency programs and Administrative Certification Programs • Evaluate and approve providers other than institutions of higher education • Develop guidelines for the approval of flexible postbacc programs • List of content provided in bill

School Code 2011 Residency Program • Areas of shortage • Masters or Doctorate or Bachelors degree with 3 years of experience in related field • Continuously enrolled in an approved residency program • Satisfactory achievement on the appropriate content test. • Valid for 3 years, one time only • Bachelor’s degree
