Prioritize funding to ensure we take care of what we have • Use transparent criteria and processes to choose “smart solutions” that stretch our dollars • Fully fund projects to ensure taxpayers get relief and/or assistance as soon as possible • If projects are not moving, provide mechanisms for clawing back dollars and reallocating them • Be transparent, regular and reliable - to localities, General Assembly members and the public Overarching Values Guiding Transportation

  3. 9 Transportation Districts 9 district members, 5 at-large members appointed to 4 year terms by the Governor

  4. Long-range multi-modal surface transportation plan • Identifies priority projects (Tier1) that need additional study as well as projects ready to proceed • Updated every 4 years • Focuses on 4 key areas: • Corridors of Statewide Significance (CoSS) • Regional Networks (RN) • Urban Development Areas (UDAs) • Transportation Safety Needs VTRANS

Optimize return on investment • Ensure Safety, Security and Resiliency • Efficiently Delivery Programs • Consider Operational Improvements and Demand Management First • Ensure transparency and accountability and promote performance management • Improve coordination between transportation and land use • Ensure efficient intermodal connections • Support regional economic development VTRANS GOALS

  6. Rolling Capital improvement Plan approved by the CTB annually • Identifies projects that will be funded from multiple funding sources to address both rail and road needs • Northern Virginia CTB hearing on the SYIP is April 30 beginning at 5:30 at NOVA VDOT headquarters; NVTA and NVTC will also be participating Six Year Improvement Plan (SYIP)

State of Good Repair (includes paving and bridges) • District Grants (SmartScale Process) • High Priority Projects (SmartScale Process) • Transit programs - capital and operating • Intercity Passenger Rail - capital and operating • Rail Enhancement Fund (REF) • Revenue Sharing (50/50 investment with localities; jurisdictions limited to $5M per year) • Transportation Alternatives (small projects - no match) • Federal Congestion Mitigation Air Quality (CMAQ) and Regional Surface Transportation Program (RSTP) • Highway Safety Improvement Program (HSIP) • Virginia Infrastructure Bank Programs funded in the SYIP

Smart Scale is about investing limited tax dollars in the right projects that meet the most critical transportation needs in Virginia. • Process occurs biennially in the odd years • SmartScale process evaluates projects based on 5 weighted criteria - weights vary by region/area • Congestion mitigation • Accessibility • Economic Development • Safety • Environment • Cost benefit of the project is also a factor SmartScale
