  3. Title II Reporting Title II is a federal mandate Sections 205 through 208 of the Title II of the Higher Education Opportunity Act (HEOA) call for accountability for programs that prepare teachers HEA was signed in 1998; legislation was reauthorized in 2008

Title II Reporting (continued…) Programs and states have been collecting and reporting for more than 10 years now IHE reports to the State in April State reports to the US Department of Education in October Secretary’s Report published the following April Eighth report published in January 2012 (https://title2.ed.gov/TitleIIReport11.pdf)

Title II Reporting Phases • Phase I: Program Completer and Enrolled Data Collection (individual-level data for pass rate) • Pearson opened the website on September 18, 2012 and will close on April 30, 2013 • Phase II: Institutional and Program Report Card (aggregate data) • Westat developed IPRC • Westat opened the website on February 15 and will close on April 30, 2013

  11. Title II Phase II: Institutional Report Card • Westat has developed an IHE Data Entry Tool for Institutional and Program Report Card (IPRC) • Pilot year – 2008-09 report in 2010 • Full reporting through the new system • IHEs – 2009-10 in April 2011 • States – 2009-10 in October 2011

Two IHE Reports IHEs will submit two reports Traditional routes Alternative routes States will define alternative routes A teacher preparation program that primarily serves candidates that are the teacher of record in a classroom while participating in the route. Alternative route teacher preparation programs are defined as such by the state.

  13. Non-IHE Based Alternative Routes States also will need to collect information from non-IHE-based alternative route programs

  14. Prepopulated Data The following sections are prepopulated with last year’s data/responses. Institutions will update as needed: Institution Information (contact information) Section I.b Admissions Section 1.d Supervised Clinical Experience (first two questions on clock hours required prior to and for student teaching) Section I.f Program Completers (data for prior years) Section II Assurances Section IV Low-Performing Section V Use of Technology Section VI Teacher Training Section VII Contextual Information (optional)

Section I.a Program Information • Institutions will list each teacher preparation program within the institution • In this section, “teacher preparation program” includes individual programs within the institution (ex. Special Education, Elementary Education, Secondary History Education) • For a traditional report, list all traditional teacher preparation programs within the institution • For an alternative report, list all alternative programs within the institution • For each program listed, indicate whether part of TQP grant

  38. Data Quality Sections of the report come through to the State Report Card that states submit in October Data are used in the Annual Secretary’s Report to Congress Important to REVIEW your data before certifying the report How to revise incorrect data once the report is certified
