Introduction Another aspect of TSB is that it is also responsible for the application of ITU-T Recommendations on Operation and Numbering issues, and to make known these Recommendations to Administrations and Telecom Operators: • Collects and Disseminates Information • Publishes the Operational Bulletin • Maintain an ITU-T website on numbering • Assigns Codes and Numbers • Acts as Registrar for Global Numbers Telecommunication Standardization Bureau

  3. Responsibilities To collect and disseminate information from Administrations/ROAs according to Article 8 of ITR (WATTC-88) and Article No. 202 of the ITU Convention (PP-98); using: • Circular Letters • Questionnaires • Correspondence Telecommunication Standardization Bureau

ITU Operational Bulletin • Operational Bulletin: • Telegram/Telex • Telephone service • Mobile Phones • Data • Changes in Administrations • Maritime Mobile Service • Other information, etc. • Favoured medium for more than 40 years • Issued twice a month (1st and 15th each month) in 3 languages, 24 issues per year. • Contains information about: http://www.itu.int/itu-t/bulletin/index.html Telecommunication Standardization Bureau

Five media to obtain the Bulletin: Printed version (delivered by airmail); Version delivered by fax; Version delivered by E-mail; Electronic version accessible online; Electronic version of single issue via ITU electronic bookshop Subscription to ITU Operational Bulletin Telecommunication Standardization Bureau

  6. The yearly subscription fee (24 issues, included annexes): Catalogue price: 385 CHF Member Stats and Sector Member: 330 CHF Least developed countries: 77 CHF Subscription fee of ITU Operational Bulletin Telecommunication Standardization Bureau

ITU-T Website (2) • A homepage has also been created http://www.itu.int/itu-t/inr/nnp/ which assembles information on National Numbering Plans for all countries • Administrations are requested to provide either a link to their numbering Websites or the text to be posted on TSB Website • New Rec. E.129 gives some examples of how the format of the numbering plan should be presented • A Notification Service is also available to notify you of any changes as they occur Telecommunication Standardization Bureau

Notification of National Numbering Changes: ITU-T Recommendation E.164, paragraph 7.4.2 asks Administrations: to advise TSB of NNP changes 2 years in advance to use the 0 as national prefix to use 00 as international prefix To have a maximum of 15 digits Telephone Service Telecommunication Standardization Bureau

  17. Issuer Identifier Numbers (IIN) • See ITU-T Recommendation E.118 - Based on ISO-7812 • TSB acts as Registrar, List of IIN annexed to O.B. No.757 (1.II.2002) • Used for Subscriber Identification Module (SIM) cards. Format = 89 + E.164 country code + two or three digits, e.g. Botswana: 89 267 01 • A single IIN is assigned to Card Issuers from the ITU’s block of “89” Telecommunication Standardization Bureau

Signalling Area Network Code (SANC) • International Signalling Point Code (ISPC) is used to identify a signalling point within international signalling system No.7 network • ISPC = 14-bit binary code • SANC = combination of NML and K-D • CBA identifies a specific signalling point which, when combined with SANC, = 14-bit ISPC • Administrations responsible for allocation of ISPCs: Rec. According to Article 35 of the ITU Constitution and Article 7 of ITR, Administrations must inform the ITU about: Suspension and / or interruption of telecommunication services Restriction in telecommunication services, such as Call-Back, Collect Call, and so on Suspension of Services Telecommunication Standardization Bureau

Nos. 732 & 734 • See ITU-T Recommendations E.154 and E.169.3 • Allows ISCS (International Shared Cost Service) callers in other countries to call an ISCS customer at a rate equivalent to the national call charge in country of origin • All other charges paid by ISCS customer • Format = +808 XXXX XXXX Telecommunication Standardization Bureau

  33. UIPRN See O.B. Nos. 729 & 732 • See ITU-T Recommendations E.155 and E.169.2 • Issued for IPRS (International Premium Rate Service), enabling a wide range of products offered by information service providers in one country to be made available to callers in another country • Format = +979 Y XXXX XXXX • Y = charging indicator (CI) • Only CIs 1,3,5 and 9 are assigned • Categories of CIs = high, medium, low and special Telecommunication Standardization Bureau

  34. UPT • See ITU-T Recommendation E.168 • Introduces the concept of personal mobility across networks • Includes ISDN, PSTN, PLMN and PSPDN amongst others • Format is likely to be +878 XX…. (still under study) Telecommunication Standardization Bureau

  35. ITU IND AESA See O.B. Nos. 736 & 746 • See ITU-T Recommendation E.191 • Established by the ITU for service providers of ATM services • Enables an ATM addressing system to be implemented for public ATM services that may not be offered internationally • ITU proposes that all ASPs use this as the preferred method of B-ISDN addressing Telecommunication Standardization Bureau
