  2. Main Points to Cover • 1. Adaptation funding. We are reverting to individual countries as a % of GDP b/c no agreement on future funding. I will calculate rough figures for the major players based on $71b. • 2.Disaster Funding. If you want disaster funding included in adaptation funding, there needs to be some mandatory increase along with simple cost of living increases. We will discuss increases based on an additional % of GDP. • 3.Wedges. We need to move forward on wedges. Have a proposal if it differs from Nikole's proposal. Familiarize yourself with hers. • 4. WEO voting. on the Exec Board must be finalized. US perm seat and EU perm seat on Adaptation subdivision. Think about what this means for your country and how voting may go. Have specific proposals in mind. • 5. CDM and Tech xferwill need to be discussed. Look at Kyoto on these pts and recommend changes. • 6. Mitigation funding for Annex III and IV? Has to be discussed if you want them to have targets. • 7. social development. Included in your definition of adaptation? how do you propose dealing with this issue. • 8.climate displacement. Finally, we have to discuss in some form, climate displacement. Can throw it to WEO, but still a discussion time permitting. • 9. Historic emissions • 10. climate litigation

Length of agr: 2013-2053 • 2. 10 year assessments, 1 yr to report • 3. 4 Annexes • Annex I-Annex IV (based on HDI) • China's transition to Annex I (proposed 2025) undecided. • India undecided. • responsibilities for Annex I and II (approaches) undecided • 4. Emissions-Based Approach with Wedges Targets (proposed)

Adaptation • Agree vulnerability framework • Agree on 4 categories of vulnerability TBD • Use GDP and EVI to determine the categories • Funding: .15% GDP from Annex I and .8% from Annex II, with pub/private financing covering an additional 20%. Total contribution is about $90b/yr. $71b guaranteed. • Q: how to reassess?

  6. Wedge Proposal (Africa) • WEO subdivisions on mitigation and science/technology will collaboratively develop the acceptable wedge slices. Each slice will represent a 1Gt CO2 eq reduction. These will include at least 3 and up to 5 wedges from each of the following categories, making a possible total of 21-35 wedges: • Efficiency (energy and transport) • Fuel Switching (coal to natural gas) • Alternative Energy Sources (wind, solar, nuclear, biofuel) • Carbon Capture and Storage • Natural Sinks (deforestation and aforestation) • Consumption Standards • Social Development

  7. Wedge Proposal 1st Assessment • For the first assessment period, the WEO will be given1year to determine the appropriate wedges. During the following assessments, any wedge alterations will be decided upon during the year prior to assessment. Each country could submit proposed ideas for wedges, but the WEO will have the final say. As such, Africa proposes the following wedges for Social Development: • Reduction in Population Growth Rate • Increased Access to Safe Drinking Water • Reduction in HIV/disease Rate • Increased Literacy Rates • Increased Funding for Gender-based Small Business Loans

  8. Wedge Details • Africa proposes that the Social Development wedges be available only for Annex III and IV countries. Who Funds? • Annex I would need 2,4,6,8 wedges at 2023, 2033, 2043, 2053 (instructor: 2 in 2013, 4 in 2023, etc) • Annex II would be 1,2,3,4 • Annex III and IV would be 0,1,2,3 • Each country can choose whether to measure compliance with regard to their GHG emissions or their sectoral targets (wedges).

  9. Adaptation stuff • Annex I GDP: ~40t • Annex II GDP: ~20t • At .15% GDP of $40t = 60b; .08% = 16b (or 76b)
