  2. SCOPE ALTERNATES • A method of bidding used when the Department plans to construct a project with established priorities for the contract award in the event the goals of the Department cannot be achieved due to funding constraints.

SCOPE ALTERNATES • FDOT establishes “Scope Alternates” by using separate projects, with each separate project having the same project number with a letter suffix (A,B,C,…) appended to the project number. • Each project stands alone for its scope of work and may include other design options such as alternate categories or items. • Each of the letter suffixes represents a specific scope of work, “Scope Alternate”.

SCOPE ALTERNATES • For bidding purposes each separate project is attached to a proposal number that also has the matching letter suffix (A,B,C,..) appended to the proposal number. • Each proposal stands alone for its scope of work and may include other alternative bidding methods such as “time bid”, “lane rental”, etc..

SCOPE ALTERNATES • The bidder is instructed to bid on all the different proposal scope alternates for a specific proposal number having different suffixes. • The Department bid analysis compares each proposal scope alternate bid amount to the fund availability. The Department can select any of the proposal scope alternates that best maximizes the scope of work for the funds available.

  7. SCOPE ALTERNATES • Only one of the proposal scope alternates is awarded and passed to Site Manager and DSS. • A utility program is run from the letting proposal attachment tab to provide the mechanism to identify the proposal scope choice selected. The program also removes the scope suffix from the proposal & project that will be awarded.

  8. SCOPE ALTERNATES • The other proposals will automatically be marked as “All Bids Rejected” and passed to DSS. • The utility program also provides an option to back-out any previously selected proposal scope alternate prior to contract execution.
