Satisfying the infrastructure and economic development needs of rural and non-rural border and coastal communities in Texas, satisfying the growing needs for housing, and improving and strengthening the available resources and policies affecting economically distressed areas, especially regarding water and wastewater services, and transportation and health infrastructure needs of Texas colonias, pose inextricably linked problems, needs, and opportunities. As a result, these charges require that the State, working with other key stakeholders in the public and private sectors, acknowledge their links, and invest in establishing mechanisms to work together at local, regional, state, national, and even international levels, to pursue integrated solutions to these challenges. In addition, any governmental and/or private sector initiatives to plan, finance, develop, and deliver basic civil infrastructure solutions (such as potable water supply, energy, transportation, sewage and solid waste management, and communications systems), housing solutions, and/or community and economic development solutions for these target communities, have multiple dimensions.   30. Consequently, they need to address formally, explicitly, proactively, and in an integrated way, the social, economic, and environmental dimensions, and at the same time strive to eliminate, reduce, and mitigate risk and vulnerability to natural hazards. Vanegas/CHUD/CARC/TAMU

Furthermore, and given that the interrelationships, interdependencies, and complexity of the external factors affecting the planning, financing, development, and delivery of these types of solutions, these initiatives cannot afford to continue following the same strategies, mechanisms, and processes that have been used to date.   32. Thus, they require new approaches that are bold, creative and innovative, systems-based, contextually-sensitive, evidenced-based, outcome-driven, and technology-enabled. Vanegas/CHUD/CARC/TAMU

Finally, the challenges for the State posed by theproblems, needs, opportunities, and aspirations of border and coastal communities in rural and non-rural areas of Texas, cannot be overcome by government officials, policy makers, regulatory agencies, finance institutions, community leaders, planners, architects, engineers, suppliers, builders, or end-users alone. Rather, overcoming these challenges requires and demands that all these stakeholders link, coordinate, and integrate their efforts as a single cohesive critical mass, pooling, leveraging, and sharing their resources, within local, regional, state, national, and international public/private partnerships, in the pursuit of initiatives, programs, and projects of common interest and benefit to all.
