  4. City of Marion’s Strategies Plan 2010-2020 Council has a number strategies in relation to sustainable approach to road design/configuration, these are:

Design Criteria Shared space or ‘naked’ street • Shared Space by Design – 30km/h design speed • A single level surface within the shared space, raised above the level of the nearby roads • Use of Water Sensitive Urban Design (WSUD) • 90 degree parking along the road • A single level surface within the shared space, raised above the level of the nearby roads • Water Sensitive Urban Design (WSUD) within the shared space

Design CriteriaShared space or ‘naked’ street • Needs to be the right environment to introduce • DPTI involved early on as their approval was required for off-street parking design in lieu of on-street parking • Advice in relation to DDA, visually impaired requirements • Evolving design; iterative process

Design CriteriaShared space or ‘naked’ street • Independent road safety audit undertaken on preliminary detailed design by independent consultant to ensure safety issues are addressed • Some issues in relation to regulatory signs, alignment, sight distance raised and have since been addressed • The importance of a regular review and monitoring process is essential (raised by Council, DPTI and the road safety auditor)

Challenges • Getting everyone to agree to a concept and then detailed design, differing views from Architects, DPTI (who were supportive), Council staff; it is new to SA. • Pavement design (soil highly reactive and complexity in design), Stormwater provisions and functionality • Not knowing how the community will accept and use the space - interesting to see how drivers will react….

Where to from here? • Implementation will occur in the first part of next financial year • Monitoring programme from a qualitative and quantitative perspective • Could be used as a case study for other possible shared space opportunities; City of Marion already further considering for outside their new library/community centre in Marion and Hallett Cove foreshore area; other Councils?
