  3. Jordan: Contextual Analysis • Regional instability • Political complexity • Limited natural resources • Nearly 70% of the population under 29 • Positive development climate

  4. UNCT Jordan: Overview The UN Family in Jordan is represented through its 12 agencies out of which 4 have regional offices. They work in complementarity with each other as well as with a wide range of Jordanian partners from the government, civil society, business, academia and media.

UNCT Jordan: set goals • Harmonisation = more coherent and better integrated operations • Alignment= operations more responsive to national needs, priorities, strategies, and systems The purpose of the UNCT’s contribution is to strengthen national analytical processes and products, therefore influencing the priorities of the national development framework reflecting international norms and standards

  6. UNCT Jordan: strengths The UNCT in Jordan aims at reaching its goals by pursuing: RELEVANCE SUSTAINABILITY • Combining Humanitarian and Development work • Making the most out of the varied mandates of the organisations and different experience and expertise of UNCT members • Working together to support and strengthen the RC System in Jordan • Implementing the UNDAF and pursuing joint programming EFFECTIVENESS & EFFICIENCY

Working together: mechanisms regular UNCT meetings participation from all agencies forum for UN joint work & discussions recommendations of working groups taken in Thematic working groups Three working groups corresponding to UNDAF outcomes human rights & gender monitoring & evaluation media & communication UN HIV/AIDS Theme group donor/lender group Donor /lender groups sub-groups on: Education, Environment, Public sector reform, Governance, Private sector development, Social development, Water technical working groups in all sub-groups

Working together:achieved results • Encouraged airing of agency problems • Facilitated solutions • Promoted joint action and inter-agency coordination • Establishment of Monitoring and Evaluation group to oversee progress • Task oriented thematic working groups to capture interest, productivity and results • UNCT annual work plans reflecting outcomes achieved, planned outputs, requisite activities, target dates and funds needed for agency • HACT taskforce in place to facilitate roll-out in January 2008 UNCT meetings Thematic working groups Donor /lender groups

Working together:opportunities • Effective leadership and coordination within the UNCT • National ownership and direct involvement of national stakeholders in planning processes • Neutrality and commitment of UNCT to support national efforts • Respectful, positive working relation with Government • Commitment to international treaties and declarations • Multi-sectoral and multi disciplinary program • Agencies willing to work closely together to define common vision, strategy and implement common programs • Existence of a coherent UNDAF document • Commitment by all members of the UNCT to ensure that the value-added, mandate and expertise of each agency stands out in the the UNDAF

Working together:challenges • Limited financial resources of the UN system spread over many projects and many geographic areas • Diversities in financial rules and procedures and budget years • Different programme planning periods • Information sharing with the Government • Responding to national priorities, avoiding duplications or diluted interventions • Keeping working groups alive • Using the DLCG as a fundraising forum • Focusing on common services

Working together:where we are heading • Increasing communication among UNCT members will result in avoiding duplication and repetition especially when many agencies share the same areas of concern • Combining efforts mandates, experience and expertise of the different agencies will result in enhanced support to national partners without diluting our contribution • Thinking of our agencies as one team we will be able to provide great value assistance to our beneficiaries and ultimately to the countries we work in
