2. Business Rules • Since 2006 the Forest Service has been working on solutions for taking credit for more of our work • Shift in the rules July/August of 2007 towards a “unified” target. • “FY08 Program Budget Direction” (aka Business Rules) hit the streets January 31, 2008 March 2008

Program Priorities All references are to “Chapter 12 – Wildland Fire Management of the FY 2008 Final Program Direction” (WFHF starts on pg 12-11) • Hazardous fuel reduction program performance is measured in three categories: (pg 12-13) • Reduce hazardous fuels (HF) on NFS lands in WUI • Reduce HF on NFS lands in non-WUI • Reduce HF on non-fed lands adjacent to NFS lands that affect Communities. 4. Program Priorities (cont.) • No less than 50% of WFHF funds “shall” be used in WUI (12-13) • Maximize opportunities for projects that include WUI, condition class 2 or 3 in Fire Regimes 1, 2, and 3 (pg 12-13) March 2008

Program Direction (cont.) • All accomplishments towards unified hazardous fuels reduction must meet this definition: • “Hazardous Fuel Reduction: Vegetative manipulation designed to create and maintain resilient and sustainable landscapes, including burning, mechanical treatments, and/or other methods that reduce the quantity or change the arrangement of living or dead fuel so that the intensity, severity, or effects of wildland fire are reduced within acceptable ecological parameters and consistent with land management plan objectives, or activities that maintain desired fuel conditions. These conditions should be measurable or predictable using fire behavior prediction models or fire effects models.” (pg 12-14) March 2008

11. Program Direction (cont.) Acres burned by unplanned ignition (WFU) that meet the definition of hazardous fuel reduction may be claimed as “integrated” (KP6) accomplishment towards the “unified” target. Designated by implementation fund code, WFSU. (pg 12-15) March 2008

12. Program Direction (cont.) • Biomass – Check “yes” only if evidence that biomass was used • Seeding – not usually a HF accomplishment (see pg 12-15 for further details) March 2008

13. Program Direction (cont.) • Grazing can be counted if the associated NEPA document clearly defines the need • Herbicides counts only if it maintains desired conditions and is clearly identified in the NEPA document March 2008

Program Direction (cont.) • Vegetative maintenance (like mowing) on administrative sites probably does not meet the definition of HF • Fuels reduction accomplished through the use of a timber harvest can be counted if the management activity meets the HF definition (“Activity” fuels reduction funded with BDBD or PPPP are not hazardous fuel reduction accomplishments) March 2008

Hazard Mitigation Treatments on Non-Fed Lands(12-16) • Accomplishments on “private” land (non-Federal lands), for the purpose of protecting communities, are core (WFHF) accomplishments • Coordinated projects with States, Tribes and local partners FS Lands Private Lands March 2008

Program Direction (cont.) • The Congressional intent is to treat non-federal lands adjacent to FS land with burning activities, that have the potential to create loss on those non-federal lands • WO provides an allocated amount and the authority to expend funds (WFHF) on non-federal lands • The Region works with the State partners (MT, ND and North Idaho) March 2008

Program Direction (cont.) • Funds are granted to the States • The State coordinates at the local level with the Forest and/or District • The State selects the projects and sub-grants to entities such as Resource Conservation & Development, Home Owners Associations, etc. • The States have up to 18 months to complete the project • In reporting this in FACTS we are reporting “planned” work because of the Fiscal Year limitations of the system March 2008

18. Program Direction (cont.)3.Wildland Fire Use (WFSU) and Unplanned Ignitions (12-17) • Using fire to achieve resource benefits is an important part of managing a fire-adapted ecosystem • WFU uses Fund Code WFSU entered in FACTS as “integrated”/KP6 March 2008

Program Direction (cont.) • Under limited circumstances acres burned in suppression fires may be claimed if all the following are true: • The burned area was in a pre-existing treatment unit • The NEPA activities are completed • The planned resource objectives met • The project is approved by the Regional Fuels Specialist (Pat Garbutt) March 2008

29. Key Measures (cont.) Definition of FP-FUELS-ALL • This measure includes all acres treated that reduce or maintain fuels conditions in which expected fire behavior is consistent with land management plan objectives. A treatment is defined as a vegetative manipulation through fire or mechanical means that changes the quantity or arrangement of living or dead biomass reduction the intensity, severity, or effects of wildland fire. These reductions should be measurable or predictable using fire behavior prediction models or fire effects models. This will be the sum of WUI and Non-WUI treatments and include non-federal acres of hazardous fuels treated under partnership agreements to protect communities (as part of WUI). March 2008
