UT-B ORNL Analytical Services Program (ASP) Update FY12 Topics: • Weekly Sample Status Meetings; ASC, Samplers, Safety, Transportation, etc. • Review Sampling/Analytical Data Issues • Sample Project Walkdown/Work Planning • Lab Selection/Justification • Onsite Transportation/Shipment Offsite • Incoming Data; Completeness Reviews • (Did we get what we asked for?)

Contracting Analytical Support • FY13 – New Contracts under ICPT BOA with several full service laboratories • Almost all analytical support is provided by BOA laboratories; limited onsite usage • Laboratory selection performed and documented on each sample request (lab justification); depend on analytical suite. • Lab Justification Factors considered: • Cost (# samples, analyses, TAT, deliverable requested) • Past performance (PT results, DOECAP audit results; Audit findings, QA/QC issues to questions, and invoicing; technical expertise; QA/QC; NRC license; etc.) • Other issues (sample volume required, NRC license, facility safety basis, reporting issues, timeliness of response)

  6. Special Analytical Needs • High level Rad samples • No-Rad Added (NRA) Determination • Isotopes covering range of the Nuclide Chart • Unusual matrices (HEPA filters, paint chips, pour-ups, etc.)

FY 2012 Analytical Service Program Highlights • 65 routine special project sample requests processed. • DOE No Rad Added (NRA); HEPAs; soil. • 3 Major EMPO; LMDI/ARRA projects: • Carbon Fiber Facility; Simulated Waste Water. • 9204-3 Puand Conversion Lab Glovebox and chemical (liquid and solid) characterization for disposition endpoint determination. • 2000 Complex Area Soils and Slabs; follow-up post slab removal cleanup verification samples.

  11. ORNL’s Environmental Management Program Office (EMPO) is integrating and coordinating the DOE-EM’s cleanup work in the ORNL Central Campus that is part of the IFDP & ARRA scope. 11 Managed by UT-Battellefor the Department of Energy

FY 2012 Waste Management Highlights • Transferred a RCRA Permitted waste storage facility from the EM Program to ORNL in 2009, thereby enabling the ability of the Lab to store waste for longer than 90 days (up to 1 year). • $466,000 cost avoidance was achieved by utilizing our item level certification program to identify 350 mixed waste items from ongoing projects that were compatible with waste in thirteen 55-gallon drums stored in RCRA permitted facility. Waste was certified and T&D cost charged to generator via waste chargeback model in FY11. Cost to treat and dispose of these 350 items would have been $466,000 but by co-packing into ‘empty space’ of thirteen drums (at no additional T&D cost) and shipped within 1 year limit $466,000 cost was avoided. • 64 waste shipments to off-site TSDFs • Comparable to 62 shipments in FY11 • Record 83 shipments in FY10. • Over 1,000 containers of waste generated • No shipping violations! • Effective and efficient mgmt of waste inventory. Full waste shipments, small amount of waste in storage – DOE very happy with this. • Successful implementation of new waste chargeback model (treatment and disposal (T&D) cost) beginning October 1, 2010. Estimated $2.0M charged back to generators in FY12. • $2.2M charged back to generators in FY11 • First use of “item level certification” began April 8, 2011 (non-rad chemical waste into 4500-S room F-251 Waste Prep Lab). • Over 4,000 waste items processed through this lab to date.

  20. Future of ORNL with DOECAP • ORNL is committed to: • Continue using DOECAP and Mixed Analyte Performance Evaluation Program (MAPEP) resources; and • Continue supporting DOECAP on TSDF and Lab Audits
