  5. Regional Training/Planning: Pikes Peak Sustainability Indicators Project, 2003-2006 Leaders from 3 counties learned about sustainability including Fort Carson goals, potential metrics (over 120 identified), and regional synergies. Pikes Peak Area Council of Governments: Regional Sustainability Planning 2009-2011 Fort Carson collaborated to launch it (staffing the “technical team”). Garrison Commander serves on “Consensus Committee”. Sustainability team served on goal development teams. Draft plan available at: www.ppacg.org/sustainability/aboutregplan

  6. Regional Sustainable Energy Planning: The PRISTINE ENERGY Project (2010) Collaboration: Fort Carson and Pikes Peak Sierra Club Technical Support: National Renewable Energy Lab, Governor’s Energy Office, SouthWest Energy Efficiency Project, Colorado Renewable Energy Society Stakeholder Groups: Providers, Customers, Public Policymakers Focus: ID barriers between sustainable energy providers and customers? State and local solutions identified and tasked Unleash synergies from regional, all-energy-sources planning (??)

  7. Sustainable Energy on Fort Carson: (in addition to ongoing efficiency efforts) RECs purchased through WAPA 2004-2009 (28% of electricity) 2 MW Solar Array installed 2008 (2% of demand; save $500k over 20 yrs.) Front Range Energy Consortium: 5 military installations investigating 50MW+ concentrated solar on Army Depot site Purchase windpower through local utility – will it be affordable? Exploring Wood Biomass Co-gen facility – private sector proposal Fleet fuel station pumps E85 only Contact: Vince Guthrie Department of Public Works, Utility Programs Manager vincent.guthrie@us.army.mil 719-526-2927

  8. Governor Ritter and General Graham: Fort Carson Solar Array (Jan 08)

  9. Successes to Date • 14 LEED Gold (first one in Army) • 13 LEED Silver • How Did This Happen? • Passion • LEED Certified motivates; LEED ‘certifiable’ does not • Breakthrough moments • Fort Carson seen as sustainability leader in the community

  10. Sustainable Fort Carson Transportation Bike Sharing On-post & PPCC-connect Transit Car Sharing Sus Transp system Commuter / off-Post Transit Workplace Stgys (Telecommuting, work schedules, etc. Ride- Sharing A.k.a. Private Carless Mobility

  11. Fort Carson Sustainable Transportation Implementation: Aug 2011 – March 2012 In place: Ridesharing connection/promotion Aug: WeCar car sharing (by Enterprise through AAFES) Dec: MWR (public) and DPW (directorate) bike sharing April 2012: Express Buses: I25/CO115; Powers/Academy, Fountain if breakeven for transit agencies Early 2012: On-post transit – 4 vehicles, electric or advanced diesel

  12. Fort Carson Sustainable Transportation Barriers to Leaving Car at Home (June 2011) I pick up or drop off family members: 22% I like being alone on my commute: 24% I typically do personal errands on my commute: 44% I like to be the one doing the driving: 22% My work schedule changes too much every day (for carpooling): 30% I need the stuff in my car for work/personal purposes: 12% I couldn’t reasonably get home if my carpool left earlier than I could: 36% The communications involved in carpooling are too much hassle: 15% I don’t care that much about saving commuting costs: 11% Other: 20%

  13. Sustainable Fort Carson Transportation Strategy Deploy car sharing via AAFES/Enterprise in 2011, growing to a “mature” system using electric vehicles ASAP. Key Feature Ensure cost-effective availability for commuters, barracks and Soldiers’ Families Car Sharing

  14. Sustainable Fort Carson Transportation Strategy Make bikes cost-free to Garrison users via Directorate of Family, Morale, Welfare, and Recreation (MWR) management in partnership with local bike retailer and corporate sponsors. Key Feature Deploy ~50% electric bikes Bike Sharing

  15. Sustainable Fort Carson Transportation Today’s lithium-ion (Li-ion) batteries enable 3X power per weight carried ratio of lead-acid (but 100x less than gasoline) New batteries coming: lithium-air or zinc-air Lightweight because using air for fuel, like ICEs do now “Low-power vehicles” like electric bikes need own right of way to overcome safety concerns before mass usage in developed countries.

  16. Sustainable Fort Carson Transportation University of Tenn, Knoxville First US electric bike sharing program, Sept 2011 Starting Sept, 2011 w/20 bikes (14 electric, 6 pedal-only) Engineering professor Chris Cherry: “This will solve three related problems: environmental degradation, economic security and obesity related to inactivity. It will introduce people to “mild-active transport.”

  17. Sustainable Fort Carson Transportation Most efficient travel, direct energy use only (Passenger Miles Per Gallon, Juniper, 2011) Electric bicycle: 2,185 Bicycle: 710 Personal Rapid Transit (PRT) (w/4 pass): 667 Walking: 393 PRT (w/1.5 pass): 314 Heavy rail (electric): 225 Electric cars (w/1.5 pass): 72-174 (Volt = 72) Commuter rail: 43 Air travel: 43 Average US car purchased 2009 (22 MPG; w/1.5 pass): 35 Average transit bus, US, 2009 (9 riders/vehicle): 28 Average US car purchased 2009w/1 pass): 22

  18. Sustainable Fort Carson Transportation Life-cycle energy consumption and GHGs(Additions to direct combustion per passenger mile; Us estimates for 2008)): Mode Energy GHGs Autos 39-56% 47-65% Buses 38% 43% Rail 93-160% 39-150% Air 19-24% 21-31%

  19. Sustainable Fort Carson Transportation Economic Impact: Smith Electric Trucks:Favorable Total Life Cost Vs. Diesel Note: Based on 70 miles per day, $4.12/gallon diesel fuel, $0.107 cost of electricity, $0.22/mile cost for diesel maintenance and $0.07/mile cost for EV maintenance. Assumes $20K state incentive per vehicle.

  20. Sustainable Fort Carson Transportation Continue planning PRT – seeking private or government (e.g. GSA) developer/operator; Pilot with TARDEC? • Central Cantonment loop and connection to Wilderness Rd. facilities • To Fountain via Gates 19 from Wilderness Rd. & Gate 20 • To PPCC and NE on Academy
