Who/What • Contracting Officer Representatives - new training/maintenance requirements • After January 2007, all new contracting officers and all contracting officers with unlimited warrants must be certified • All contracting officers must be certified • All GS-13 and above procurement/price analysts and all supervisors of acquisition offices must be certified • Program and Project Managers certification program

Level II Curriculum • Blend of distance and classroom learning • Distance learning courses for new knowledge • Classroom courses will have case-based to develop critical thinking, technical and business skills • Supervisors provide ample time for employees to complete on-line training • Pilots are complete • Transition starting for civilian agency training providers • Transition complete in FY 2007

FAI Sponsored Training Classes • Tuition costs prepaid by Acquisition Workforce Training Fund • Augment not replace training budgets • BMRA, ESI and MCI teaching DAU materials/tests • No Money directly to agencies • Allotments based on surveys • Survey in May for FY ’07 training needs • Survey in October for FY ’08 training needs

AWTF – FAI Registration Process • Bureau Training Coordinators collect registration forms/confirm eligibility and prioritize • Point of Contact for registration is Acquisition Career Manager – prioritize Interior Needs, balance bureau requests, advocate for additional slots • Reschedule or cancel ASAP w/FAI • CON 120 (soon) and CON 353 (eventually) • More classes and locations in FY’07 • Performance Based Services Acquisition – • Separate from DAU training – but AWTF money • Rescheduling/cancellations w/ BTCs/ACM

  12. Federal Acquisition Certification – Contracting (FAC-C) • Grandfather Education only (1/1/00) 1102, 1105, warrant holders • Legacy Workforce Training – Equivalencies Matrix – on-line soon • Civilian Agency-wide consistency and mutual recognition • Must have training Certificates or letter from provider • FAI general program guidance • Program administered by agency • 80 CLPs every 2 years – by 10/1/07
