REFINED PACKARD ALGORITHM • Developed in response to Congressional concerns that there was no consistency in counting the DoD Acquisition Workforce • Contracted with Jefferson Solutions to develop methodology • Refined Packard approved by USD (A&T) as the official method - May 99 • Refined Packard uses three categories of occupations and two categories of organizations to identify the A&TWF • Assimilation memo issued by USD (A&T) - Apr 01 • Working group established to review implementation plan

  13. IMPLEMENTING INSTRUCTIONSPOSITION MANAGEMENT RELATED • Step 1: Provide detailed explanation of the refined Packard A&TWF definition. Provides for Category III additions/deletions. • Step 2: Provide Commands with spreadsheet of FY 03 approved TDA. Commands review TDA positions and identify those falling under the refined Packard. • Step 3: Commands review job duties and job/position descriptions of newly identified positions against DoD 5000.52-M position category descriptions and assign APC and career certification level, where appropriate.

IMPLEMENTING INSTRUCTIONS - CONT. • Step 4: Commands annotate the spreadsheet with the APC and career level required for the position. • Step 5: Commands revise job/position descriptions to identify them as acquisition by including the requirement acquisition statements. • Step 6: Commands document FY 04 TDA at next MOC window with acquisition data: APC/level/critical/non-critical/non-acquisition.

Automated Position Management • Acquisition Position List (APL) Recommendations: • IM Team will develop a civilian APL from the spreadsheet submitted by the commands. • APL required for reporting requirements. • Civilian APL will no longer be addressed by the commands • Military APL use will not change.

AAC Membership • Statutory Requirements: Must Meet All of the Following Criteria: • Assigned to a Critical Acquisition Position (CAP) or GS-13’s Equivalents with CE and Level III Status • Four Years of Acquisition Experience • Level II Training (Achieve Level III within 18 Months) • Baccalaureate Degree from Accredited University AND Possess Either: • At Least 24 Semester Credit Hours in Business Related Disciplines OR • At Least 24 Semester Credit Hours in Career Field AND 12 Semester Credit Hours in Business Related Disciplines. (Some DAU Courses Count when Documented on Official Transcript.) • Mobility and Tenure Agreements • Education Exceptions: 1) 10 years of Acquisition Experience as of Oct l991; or 2) Serving in an Acquisition Position on Oct 1, l991 and 24 Semester Credit Hours in Business Related Disciplines.
