Viewpoints of strategy development Development of scientific and practical bases which are suitable with integration policy of the country; associating with Sector Development Strategy to 2020 and vision to 2030, suitable with competiveness and integration capacity of the sector; Taking initiative and being active in the region and in the world; adopting market mechanism and bringing into full play the comparative advantages of Vietnam and counterpart countries; Ensuring mutual support and consensus between international economy integration programs in 3 dimensions of multilateral, bilateral and regional, provided that interests and benefits of all parties are respected; diversification of production with the participation of all economic components; multiple objectives and interests do not mean only economic objectives and interests but also ensuring connection and harmonization of social, environment, politic and diplomatic aspects.
