PLACE OF THE ACTION IN THE CONTEXT OF THE ACTION PLAN OF THE EUROPEAN UNION STRATEGY FOR THE BALTIC SEA REGION PIORITY AREA AGRI: Reinforcement of sustainability of agriculture, forestry and fisheries Actions: Develop sustainable strategies for wood Enhance the combined effect of the rural development programmes" Develop the strategies for the sustainable use and breeding of forest, animals and plants Animal health and disease control Enhance the coordination and cooperation between the Member States and intermediaries in the organisation of the fisheries management processes in the Baltic Sea Enhance the combined effect of the European fisheries fund programmes Flagship projects Food waste recycling

THE OBJECTIVES OF THE ACTION "ENHANCE THE COMBINED EFFECT OF THE RURAL DEVELOPMENT PROGRAMMES" AND THE PRECONDITIONS FOR THEIR ATTAINMENT Objectives: • seeking the development and implementation of measures more targeted in respect of the needs of the region through a closer cooperation of different actors in the Baltic Sea region – representatives of different institutions, and participants of the public, non-governmental and private sectors; • formation of interfaces between national rural development programmes addressing problems and challenges of a similar nature. Preconditions necessary to attain the objectives: • facilitate the social dialogue and cooperation network between the actors participating in the Baltic Sea region rural development sector – representatives of different institutions, participants of the public, non-governmental and private sectors; • targets/ preconditions in the national rural development programmes implement general regional level initiatives, promoting regional cooperation and the implementation of cross-border innovations in the region.

INDICATORS AND THE TIME-LIMITS OF THE ACTION "ENHANCE THE COMBINED EFFECT OF THE RURAL DEVELOPMENT PROGRAMMES" Implementation indicators: • Develop a network for closer cooperationbetween the public authorities, a wider circle of the partners from the public sector, social and non-governmental partners and strengthen the social dialogue on rural development issues (at least one meeting per year). Time-limit for the implementation of the action: • Review of the achievements until the end of 2014 (while continuing the closer cooperation).

  7. SECTION II EUROPEAN UNION RURAL DEVELOPMENT POLICY GUIDELINES FOR 2014-2020

THE OBJECTIVES OF THE RURAL DEVELOPMENT POLICY FOR 2014-2020 Support to the rural development as part of the CAP contributes to the attainment of the following objectives: • enhancement of the competitiveness of agriculture; 2. sustainable management of natural resources and climate policy; 3. balanced territorial development of rural areas.

THE PRIORITIES OF THE RURAL DEVELOPMENT POLICY FOR 2014-2020 • European Union rural development priorities for 2014-2020: • promote the transfer of knowledge and innovations in the agriculture, forestry and rural areas; • enhance the competitiveness of all types of agricultural activities and the prospectiveness of farms; • 3. promote the organisation of food chains and risk management in agriculture; • 4. restore, preserve and improve the ecosystems dependant on agriculture and forestry; • 5. promoting resource efficiency and supporting the shift towards a low-carbon and climate-resilient economy in the agriculture, food and forestry sectors; • 6. promote social inclusion, reduction of poverty and economic development in rural areas. The national rural development programmes and other strategic documents of the European Union Member States in the Baltic Sea region for 2014-2020 (national progress programmes, etc. ), shall reflect the priorities and objectives of the European Union Baltic Sea region, and emphasise the regional dimension. +

POSSIBLE RURAL DEVELOPMENT MEASURES FOR 2014-2020 • Transfer of knowledge and information activities (Art. 15); • Advisory services, farm management and farm relief services (Art. 16); • Quality schemes for agricultural products and foodstuffs (Art. 17); • Investment in physical assets (Art. 18); • Restoring agricultural production potential damaged by natural disasters and catastrophic events and introduction of appropriate prevention actions (Art. 19); • Farm and business development (Art. 20); • 6.1. Support to business creation promotion; • 6.2. Investment into non-agricultural activities; • 6.2. Payments to the transferring of small holdings. • 7. Basic services and village renewal in rural areas (Art. 21); • 8. Investments in forest area development and improvement of the viability of forests (Art.22); • 8.1. Afforestation and creation of woodland (Art. 23); • 8.2. Establishment of agro-forestry systems (Art. 24); • 8.3. Prevention and restoration of damage to forests from forest fires and natural disasters and catastrophic events (Art. 25); • 8.4. Investments improving the resilience and environmental value of forest ecosystems (Art.26); • 8.5. Investments in new forestry technologies and in processing and marketing of forest products (Art. 27); • 9. Setting up of producer groups (Art.28); • 10. Agri-environment- climate (Art. 29) • 11. Organic farming (Art. 30); • 12. Natura 2000 and Water framework directive payments (Art. 31); • 13. Payments to areas facing natural or other specific constraints (Art. 32); • 13.1. Designation of areas facing natural and other specific constraints (Art. 33); • 14. Animal welfare (Art. 34); • 15. Forest-environmental and climate services and forest conservation (Art. 35); • 16. Cooperation (Art. 36); • 17. Risk management (Art. 37); • 17.1. Crop, animal and plant insurance (Art. 38); • 17.2. Mutual funds for animal and plant diseases and environmental incidents (Art. 39); • 17.3. Income stabilisation tool (Art. 40); • 18. LEADER programme (Title II, Section 2). • + European Innovation Partnerhip Network (EIP) (Art. 53); • + National rural network (Art. 55).

  11. II. TRANSFER OF KNOWLEDGE AND INFORMATION TOOLS • Sectors: agriculture, forestry, food sector. • Training forms: training courses, workshops, demonstration tests, short-term exchange on far management issues, training visits ar farmers' farms, coaching , etc. • Target groups: persons operating in the relevant sectors, land managers andsmall and medium-sized enterprises operating in rural areas (SME) .   • Beneficiaries: organisations executing training and knowledge dissemination, having required skills, experience and qualified employees (lecturers). • Eligibe expenditures: • training organisation and conducting expenditures; • investment costs of demonstration projects; • Costs for travel, accommodation and per diem expenses of participants as well as the cost of replacement of farmers.. • + all these initiatives for which the support is granted could be also implemented on the regional level.

  12. II. BASIC SERVICES AND VILLAGE RENEWAL IN RURAL AREAS • Support granted: • the drawing up and updating of plans for the development of municipalities in rural areas and their basic services and of protection and management plans relating to NATURA 2000 sites and other areas of high nature value; • investment in the creation, improvement or expansion of ll types of small scale infrastructure (including investment in renewable energy); • broadband infrastructure; • investment into service infrastructure in rural areas; • investment into leisure infrastructure; • investment into studies and associated with the maintenance, restoration and upgrading of the cultural and natural heritage of villages and rural landscapes; • investments targeting the relocation of activities and conversion of buildings or other facilities located close to rural settlements, with a view to improving the quality of life. • Eligibe public investment and projects.

  13. II. COOPERATION • Areas of acivities: • 1. Cooperation of agricultural, forestry and food entities operating in the EU including inter-branch organisations with a view to implementing the , rural development policy measures; • 2. Creation of newly formed clusters and networks; • 3. Creation and activities of EIP activity groups. • Eligible activities: • pilot projects; • development of new products, practice, processes and technologies in the agricultural, food and forestry sectors (support is provided not only to groups, but also to individual subjects) ; • cooperation of small entities in organising common work processes, sharing equipment and resources; • cooperation of developing logistics platforms; • promotion and facilitation of activities of the local level markets; • horizontal and vertical cooperation in implementing joint climate change, environmental protection, forest management, bioenergy, etc. projects. • Public and private sector partnership implementing loal development strategies. • Eligibe expenditures:drawing up of feasibility studies, collective territorial local development projects (including training and building up of new networks, etc.), current cooperation costs, costs related to the preparation of local development strategies and business plans, etc. • + priority could be granted to the promotion of cooperation in the European Union Baltic Sea region.

  14. II. LEADER PROGRAMME • The objective of LEADERstrategies – to seek the implementation of one or several BSD objectives, i.e., it is not necessary to allocate strategies for the implementation of specific measures. • Challenges: • Possibility to develop and implement strategies funded from several EU funds (EAFRD, EAF, ESF, , EŽF, ESF, ERDF, SF). • Possibility to include urban communities into the activities of the local activity groups (LAG). • Eligible activities: • development of strategies (e.g., training, studies, and surveys necessary for the preparation of the strategy); • implementation of strategies; • administration of strategies, publicity of the activities – up to 25% of the funds allocated for the implementation of the strategy (advance payment up to 50%; • cooperation (territorial and international)+ priority could be garnted to the projects promoting regional cooperation in the Baltic Sea region.

  15. II. EUROPEAN INNOVATION PARTNERSHIP NETWORK • Objectives: • promote a environmentally balanced, climate-friendly and resilient and innovative Union agricultural sector; • help to ensure a continuous supply of food, fodder and biological substances; • improve processes to preserve the environment, adapt to climate change and mitigate it; • build bridges between cutting-edge research knowledge and technology and farmers, businesses and advisory services. • Tasks: • assist and provide information on the EIP issues to activity groups, farmers, consultants and researchers; • initiate discussions; • select and communicate the results of research related to the EIP and other information; • collect, strengthen and disseminate the good practice related to innovations; • organise conferences and workshops and disseminate information in the EIP area. • + priorities could be granted to regional cooperation and the analysis of the needs of the Baltic Sea region • EIP is implemented by granting assistance through the EIP activity groups, that implement the innovative actions benefiting from the measures funded under the rural development programmes.

  16. II. NATIONAL RURAL NETWORK • National rural development network – to join the organisations and institutions participating in the rural development. • Partnership between the competitive regional, local or cities and other authorities, economic and social partners, civil society organisations(environmental protection organisations, non-governmental organisations responsible for promoting equality and non-discrimination) – part of the national rural network. • The objectives of the network activities are: • enhance the participation of the stakeholders implementing the rural development policy; • improve the quality of the national rural development programmes of Member States; • inform the society and potential beneficiaries about the rural development programme; • promote innovations in the agricultural and rural development sectors; • + could be an additional target – promote regional cooperation when implementing in the Baltic Sea region the objectives of the European Union rural development policy or promote the cooperation of national rural networks at Nordic-Baltic meetings.
