  1. Stalin’s securing of power • The New Constitution of 1936

The new Constitution replaced the constitution of 1924 • It was the work of Nicolai Bukharin who had been accepted back in to the Party having previously supported Trotsky. • It was designed to give the appearance of democracy but to in fact concentrate all power in the hands of the Communist Party, and in particular Central Committee and the Politburo. • The franchise was increased to include all men and women over the age of 18.

The Government of the Soviet Union Chairman of the Presidium was the Head of State Council of Ministers (elected by the Supreme Soviet) The Presidium of the Supreme Soviet consisting of representatives from: The Soviet of The Soviet of The Union Nationalities Deputies representing the various non-Russian people from the republics of the USSR & the autonomous districts Deputies elected by the people – 1 Deputy per 300,000 voters

The structure of the Communist Party Politburo The most important position is General Secretary of the Party The Central Committee Orgburo Secretariat Congress of the Communist Party of the Soviet Union The Congresses of the Communist Party of the 15 Republics The Conferences of District Parties The Conference of the Smaller Organisations

In theory the Presidium was the Government • In real terms the Presidium was dominated and controlled by the Communist Party which was now central to every aspect of the life of the State. • The new Constitution declared that the Communist Party represented the workers and peasants and because they were the majority logically no other political party was necessary so all other parties were banned.

Stalin reformed the Communist Party to centralise all power on him • Whilst creating the illusion of shared responsibility, and deferring to the will of the people Stalin constructed a totalitarian state which focused all power on him and those who owed their power to him, and which controlled every aspect of people's lives. • OGPU was 'abolished' but, in reality, merely changed its name to the NKVD and expanded its activities.

  7. Stalin and his supporters were at the centre of all political and economic power.They controlled the machinery of the State and the mechanisms of terror.
