Enhancements to LT Capacity Nomination and Management: September 2007 Proposals

In September 2007, an interim process for long-term (LT) capacity nomination was proposed. Key features include early LT nomination closures on D-1 and the ability for UIOSI to resell non-nominated LT capacity. The unchanged auction platform (CAS) and a realization timeline of no less than three months were emphasized. Initial details were expected by mid-May 2007. Despite compliance concerns and user support issues, options for improving the IFA IT system and aligning with evolving cross-border requirements were presented. Recommendations for capacity allocation, management, and a new IT system are also outlined.

Target Process • Renewal of the IFA IT system for full compliance with Guidelines • NGIL & RTE are working on 3 options: • allocations done with ARIBA, back-office (scheduling, settlement) done with RTE IT system • allocations done with CAS ‘improved’, back-office done by CAS/LOGICA • new joint IT system (‘off the shelf’) for allocation, scheduling, settlement • The chosen option : • must be coordinated (harmonisation) with evolutions planned for others XBs (in particular on CWE region : Rules, IT, firmness, transparency) • would be available by mid-2008 (tbc, assessment ongoing)
