  5. History of South Carolina Association of Stormwater Managers (SCASM) • Began in 1999 to address stormwater issues state wide as a group • Major issues – There’s strength in numbers • As the group grew the need to formalize the organization became apparent

Charleston Area Coordination Effort • May 2000 Charleston County Public Works began inquiring to local communities on NPDES compliance • July 2000 Charleston County Public Works has the first meeting of Charleston County MS4s • The group continues to meet and attendance has grown to include a quite large number of participants

Development of an Ordinance Template • Pooled resources to develop an ordinance template for construction, post-construction, and illicit discharges • Goal of the template was to be consistent where possible • Benefit form the collective knowledge of the various professionals within our communities • Provide cost savings to our respective communities • Provide a consistent format to the design and development communities

Jan. 2005 a group of approximately 50 Stormwater Managers throughout the southeast assembled in Atlanta resulting in the formation of SeSwA • SeSwA encompasses all the southeastern EPA Region 4 (8 States) • SeSwA is not a replacement for state groups such as SCSMA • 2005 SeSwA incorporated with a board structured to be primarily of City and County representatives.
