  1. Planning Inspectorate and local authorities working together 12th September – The Studio Birmingham 17th September – TCPA, London

Key messages • The Inspectorate will not actively encourage applicants to take a S62A route. • Where applicants choose to make this choice the Inspectorate must provide a credible process for applicants. • Applicants will be reminded that they forego right of appeal by making their application direct to the Secretary of State.

  3. Building relationships with LPAs • The Inspectorate wants to work with LPAs, to build up positive working relationships. • We will advise LPAs when we have developers looking to use this route. • Recognise the important role of the LPAs in the planning process and in relation to Section 106 agreements. • Digital by default approach to information exchange • Utilise planning portal re access to forms and guidance • Major Applications portal pages to display transactional information

Stages of Involvement • At designation(non statutory) • Issues that affect the whole district – plan status, major constraints, CIL, key contacts • Purpose to build up knowledge base • At Pre-application - (non statutory) • To clarify constraints affecting site and any key information/specialist knowledge • Clarify policy position and any changes since designation • At formal application stage -(statutory requirement to provide) • Site history • Site constraints • Responsibility for LPA to notify neighbours • Responsibility for LPA to place copy of application on register

Questions to think about? • Provision of information – How easy would it be to provide site history and constraint details at the application stage within the five day requirement? • How reasonable is it to utilise the availability of technical planners and advisors and the local knowledge - access to local knowledge on a factual basis? • Practical difficulties of neighbour notification – systems have standard letters however contact details for these applications will be different – Consistency of processes between authorities. • Visibility of information - The inspectorate is required to publish the details of any S62A application – and provide route for local people to make comment – How many LPAs have only electronic access at their front desks? If helpful we can produce some FAQs to assist with Customer Service Desk queries.
