Stateof Kansas Federal Surplus Property Program A program established to encourage the reutilization of surplus Federal Government property, by making these items available at reduced costs to other organizations.

  3. Federal Surplus Property This program was created in conformance with the Federal Property and Administrative Services Act of 1949, and has been operated by the State of Kansas since 1950. In 2004, operation was transferred to the Division of Facilities Management under the Department of Administration. In 2007, the agency was reorganized under the Division of Printing and Surplus Property under the Department of Administration.

  21. What is KSSP? • Kansas State Surplus Property • Established in 1985 • Is a program encouraging the reutilization of excess or surplus state owned property, by making these items available at reduced costs to state agencies and other organizations.

  22. State Surplus Property After a 30 day availability period for Agencies registered with Federal Surplus Property, any property not purchased by agencies, local government or not-for-profits may be purchased by Private Businesses and the General Public

Current 1033 Program~ LESO Mission ~ • Law Enforcement Support Office acts as the approval authority (not property issuing agent) for excess DOD personal property deemed suitable for use by Local Law Enforcement Agencies in the accomplishment of the law enforcement missions • LESO works through Governor appointed State Coordinators, in accordance with signed MOAs between the States and DLA to accomplish this. • Defense Logistics Agency administers the 1033 Program in consultation with the Attorney General and OSD AUSD/SCI

  29. State of Kansas LESO Program The LESO program was transferred from the Kansas Bureau of Investigation to the Department of Administration in 2004. For a small admin fee, local law enforcement agencies may acquire surplus federal property through the LESO 1033 Program. This exciting program provides equipment that is typically in good usable condition to law enforcement agencies for greatly reduced prices.

  30. Current 1033 Program~ LESO Operation~ Program is run by the Defense Logistics Agency’s Law Enforcement Support Office, Ft. Belvior, VA. Each state has a Coordinator appointed by the Governor to administer the program. Each state may have a State Point of Contact who is appointed by the State Coordinator. Each state administers the program differently.

Current 1033 Program Eligibility • Agencies whose primary function is the enforcement of • applicable federal, state and local laws and whose sworn • law enforcement officers have the powers of arrest and • apprehension • Agencies must submit a Memorandum of Agreement and • Law Enforcement Agency Data Sheet to the State • Coordinator • What constitutes a Law Enforcement Activity is outlined • in the DOD Disposition Manual 4160.21-M dated August 1997

HOW TO PARTICIPATE (con’t) Contact the State Coordinator for the Memorandum of Understanding (MOU) and LEA Data Sheet Once the MOU and LEA Data Sheet are received by the State Point of Contact it is forwarded to LESO for review and approval. Upon approval of the LEA; LESO sends a letter that allows the Local Law Enforcement Agency to screen at the DRMOs and an ID number to screen “on-line”

  35. LEA may look for property (screen) on site at any Regional DRMOs Or may screen property “on-line”. All screened property from the DRMOs must be requisition using the Internet. (ID number obtained from State Point of Contact) All property screened (requested) is approved via the internet. It is the responsibility of the LEA to check on approval status of property. Obtaining Property

  36. Property must be excess to needs of DOD. Property must be deemed suitable for use by law enforcement. Property is accepted on a “where-is, as-is basis.” DOD will not incur any direct transfer costs. Transportation/pick-up costs borne by the LEA. Property must be picked-up with-in 14 days after LESO/Milstrip approval. DOD and Federal Government reserve the right to take any approved property until picked up by LEA. Transfer Conditions

  37. Guidelines 1033 Program is a privilege. Items must be for Law Enforcement purposes. Notify LESO on all equipment transactions. The LEA is accountable for all property received through the program.
