NJUNS - Continued • Approved Evergy M/R Engineering Firms will be required to add themselves as an Owner under parties instead of another Licensee. • Approved Evergy PLA & Design Firms has an individual NJUNS MemberCode - when entering new NJUNS PA tickets – Evergy approved engineering firm will be listed as the ticket ‘CREATOR’. • The Attacher will be listed as the ‘LICENSEE’ • EVERGY will be listed as the ‘OWNER’ • Other Attachers may be added as a ‘PARTY’ to the ticket • Notify NJUNS Ticket will be entered for notification purposes to all affected parties.

FCC Order • Effective Date – May 20th, 2019 • What is going to change? • How will this affect the pole owner? • How will the new rules affect the attachers? Existing and Proposed?
3-Day Pre-Walk Requests • Permit Review – 10 Days • OTMR vs. Normal Permit Application • Overlashing • Self-Help Options & Notification • Pre-Existing Violations • Post Inspections • Operational Practice - Evergy will not be responsible for Pole Change-Outs as a result of PLA
3-Day Pre-Walk Option • FCC Requirement – 3 Day Timeframe • Selection Option- PA NJUNS (Yes/No) • Proposed Attacher to coordinate with Evergy & other affected Attachers • Other Existing Attachers Involvement • Detail of pre-walk documented with next steps via NJUNS
Permit Review • FCC Requirement – 10 Days determine if application complete to move forward with PLA • 10-Day ‘Permit Application Complete’ notification is determined & communicated by Evergy Approved M/R Engineering Firm via NJUNS • Communication if there is a problem via NJUNS • Attacher may re-submit the application after deficient notice received - then 5 days to review for completeness • Complete Application Requirements – Location/Address, UFLID’s, Proposed Attachment Detail, Project Map
OTMR • New FCC Direction • Communication Space Only • Simple 3rd Party Make-Ready Only • Damage to other Attacher’s Facilities due to OTMR – Evergy will not be liable • Notification Requirement - other Attachers • IF/WHEN a ‘complex make-ready’ is detected the entire NJUNS OTMR Ticket is no longer a OTMR option
OVERLASHING • Question - who enters the PA Tickets? • Evergy Required Detail: • When Attacher notifies Evergy of Overlashing, the Attacher would be expected to have performed the PLA to ensure clearances and pole loading requirements are met • The list of Overlashing information will include detail such as Size, Weight, Diameter, and Tensions, and existing detail • Process to remedy issues – Communication to correct and/or Overlashing may be removed. • Additional Overlashing Detail can be found in Evergy’s Joint Use Standards
Permit Application Granted • FCC Requirement – Evergy/Approved Vendor has 14 Days to provide the Make-Ready Estimate • Estimate/Approved Vendor may include all communications make-ready (Complex Moves) • Other attachers’ cost estimates? • Proposed Attacher will provide payment of estimated cost within 14 days (NJUNS) • Evergy can withdraw the make-ready estimate anytime after 14 days (NJUNS)
Notification to Existing Attachers VIA NJUNS • FCC Requirement • Proposed Attacher Pays Make-Ready Cost Estimate • Approved Make-Ready Engineering Firm will issue NJUNS ‘NOTIFY’ ticket to affected parties before project moved onto construction • Questions/Coordination directed to Evergy approved PLA Vendor selected by new attacher. • Comm Attachers have 30 Days to do their make-ready – if missed deadline – new attacher can exercise self-help
Make-Ready Construction • FCC Requirement • Evergy/Approved Vendor has 90 Days to complete all Make-Ready Work • Note: Pole Replacements not included in this deadline • 90-Days runs concurrently with 30-day deadline for comm space make-ready • If Evergy/Approved Vendor misses 90 Day deadline – new attacher can exercise self-help thru the use of an approved contractor
Make-Ready Construction - Continued • FCC Requirement • If new attacher exercises self-help, new attacher has 15 days to provide notice after the completion of make-ready construction via NJUNS Notify ticket • Evergy/Approved Vendor will conduct post inspections • Evergy/Approved Vendor has 14-days to notify new attacher of any problems with self-help

Evergy Post Inspection • New attachment to be installed within 30 of days after M/R Construction Complete • Selected Evergy Approved M/R Engineering Firm to complete post inspection within 30 days after installation • If new attachment not made within 30 days – proposed attacher forfeits request to attach • If/When violation or installation issue found – documented & communicated to attacher via NJUNS • Subsequent post inspection(s) may be performed to ensure issue corrected
PRE-EXISTING VIOLATIONS • Violation was created how? When? • Spacing/Clearance Violation – proposed attacher may opt to pay for all associated costs and recoup from the violating attacher(s) • Documentation & Communication via NJUNS (To Include Photos) • Evergy’s Joint Use Operational Practice – Evergy will not expand capacity solely for foreign attachments.
