How Do We Define:Lapsed, Dropped and S/R? • Lapsed Charter • From 1-60 days past charter renewal date (if charter is due 10/31, from 11/1-12/31) • Dropped Charter • From 61 days to a year past charter renewal date (if charter is due 10/31/98, from 11/1/98-10/31/99) • S/R (Separated/Re-chartered) • Within drop period, the unit is then reinstated

  7. Why Make a No-Lapse/No-Drop Commitment? • Allow the Scouts to Continue Advancement • Allows Scouts to Meet • Allows the Continuance of Outdoor Activities • Allows Unit to Maintain Its Historical Continuity of Tenure • Keeps Scouts Insured • Allow The Unit to Earn Quality Unit

Why Is a Continuity of Unit Tenure Important? • Keep Present Membership Level • History Is Important to the Unit • The Charter Organization Will Continue to Have Confidence in the Scouting Program • Reduces Paperwork of Getting the Unit “Back on it's Feet” • If You Lose the Scouts to Another Unit, You May Never Get Them Back

Why Units Lapse and How to Prevent It • The Charter Renewal Process Was Started Too Late (Less Than 90 Days Before Charter Expiration) • The Commissioner Left All the Steps of Charter Renewal up to the Unit • The Unit Held up the Renewal Papers for a Missing Signature • The Commissioner Failed to Get Involved to Help Solve a Major Unit Problem Until It Was Charter Renewal Time

Why Units Lapse and How to Prevent It (con’t) • The Commissioner Assumed Unit People Would Turn in the Renewal Forms • The District/Council Tried to Use Charter Renewal Time to Get the Unit to Do a Lot of Other Things Than Simply Getting Re-registered • Someone in the Unit “Sat on” the Forms • The Unit Hadn’t Collected All the Registration Fees
