  3. Civil registration and vital statistics system in IRAN • Topics and Themes to be covered in VS system

History of civil registration and vital statistics • Civil registration in IRAN started in 1919 by establishing IRAN Civil Registration Organization.since that time the vital events are registered. • Vital statistic production and dissemination is mentioned in 2nd article of CRO law. • CRO first legislation was in 1926 and has been revised 5 times and the last time was 1985.

  5. The SCI, a descendant of the CRO began to work in 1965 as a professional for collection, production and dissemination of official statistics under it's special law approved in the same year. The Statistical Center of Iran is the major supplier of statistical information in the country. In addition to data production in social, economic and cultural areas, the SCI is responsible for coordinating the statistical concepts and definitions as well as evaluation and improvement of the produced statistical data.

Roles and responsibilities of different agencies involved in collecting, maintaining, compiling and disseminating VS • CRO :base of all activities in that organization is registration.theinfiomation as a live object is stored permanently is also maintained by legal methods.after compiling the data VS are produced and disseminated. • Statistics Center Of IRAN (SCI) :they collect the data via census (once in 5 years) and Survey and etc.. • Ministry of Health and Medical Education .

  8. Process for dissemination of VS and modes of access to information • CRO: disseminates the VS in form of bulletin،monthly،quarterly and yearbook In these forms: • Printed • CDs • website Every body can access the VS.

Functioning of CRVS (laws, sources of data, priorities for data collection, roles and responsibilities, infrastructure) • CR automation had started in 1970s but because of some Reasons like revolution and war it was stopped and restarted in 1988.and the cro automated system statrted to work in 1997 • Nowadays each person has got a unique identification number which could be the unique key between different databases • In the last decade we ،as an avant-garde organization،have constructed the infrastructure and equipped the biggest datacenter in IRAN.it is related to more than 600 remote offices and every registration is online. • Archive project • Id card ---- e id card

Functioning of CRVS (laws, sources of data, priorities for data collection, roles and responsibilities, infrastructure) • Now a days we are reviewing the civil registration law in order to improve it and embedding new legislative capabilities to face the new events such as surrogate mothers,….

In the last decade we have tried to integrate all efforts and organs to improve the vital events registration coverage. • Trying to connect all main hospitals and cemeteries to the data center in order to reduce the delay between event and registration and improve the coverage for two events:Birth and Death. (we can get some of recommended items such as weight at birth) • Trying to connect the State Organization For Registration Deeds And Properties to the data center.it will be done in this year and then all of Marriage and Divorcees will be transferred from that organization to the data center immediately and coverage of these two events will grow up .

  13. There is a spread network all around the country called Declaration network  Which announce the birth and death events to CRO and then event will be registered after some necessary legal steps.

  18. Census in IRAN 7 Census Experience : • 1956 • 1966 • 1976 • 1986 • 1996 • 2006 • 2011 Now, SCI is going to Implement National Population and household census in 2016 (Register – Based census using national identification number)
