( Eagle Bar) 1 Dead, 1 wounded • Monash University, Clayton 21/10/2002) 2 male co students killed and wounded 4 other students and their lecturer (Butler & Anderson 2002). • Latrobe University Stabbing 8th of May 2007 Sarah Cheney, 25, intended to go on a killing spree when she hid in the library toilets, armed with a steak knives. 1 Student badly stabbed but survived

Emergency Planning and Critical Incident Response • All campuses should conduct threat and vulnerability assessments • Mass communication capability through multiple means, high and low technology Multipoint communication, able to take some locations/people out of harms way • National Incident Management Framework • Response teams need to train together and know each other EXERCISE • Foster relationships between internal and external teams/agencies

Empowerment of public safety function in the university • Security needs to be represented at the senior executive level • Emergency response and recovery plan developed at senior level • Inter-operational communication needs to improve. Different level of police forces in USA all have own code – need to have common code in order to understand each other • Sworn Staff -Capacity to question, detain and restrain – Citizen Arrest applies for indictable offences

Prevention & Education to Reduce Risk • Education of community to increase mental health knowledge, particularly of university police • Panel including HR, student representative, mental health, legal, security/police to monitor and manage threatening behaviour • Protocols to remove high threat individuals from campus before they execute their plan. ( Intervention Orders Possible ) • Promote safety awareness through a range of modalities to ensure institutional and personal commitment to public safety from all those in the organisation. Security Technology • Provide a special response to victims of crime, and in particular, crimes against women.

  12. University Focus • Has been and remains on the radar of most Australian Universities. • A university that is perceived as safe may have a market edge in attracting overseas students. • Crisis/Incident Management Teams are now more common subject to the support of Senior Executives

  13. NEWS • NATIONAL EMERGENCY WARNING SYSTEM (NEWS) • One of a number of systems. • Telephony based to landline and mobile phone street addresses. • Starts 1st of December ( Phase 1) • July 2010 (Phase 2)

  14. Firearm Law • Section 183 of Firearms Act 1996 – immunity civil or criminal liability for registered medical practitioners, registered nurses and registered psychologists who notify Police that they believe that a person is not a fit or proper person to carry, possess or use a firearm.

  15. Mental Health Act • An exemption under sections 120A(3)(l) and 120A(3A) has been granted by the Minister for Health to allow the release of information to Victoria Police about people who are unfit to have a firearm. It replaces the previous exemption of 1 November 1996. The existing legal protection for mental health practitioners has been extended to unregistered psychologists, social workers and occupational therapists who notify Police that they believe that a person is unfit to have a firearm.
