  3. Volunteer Requirements • Background check • Release form • Waiver • Training program

  4. Volunteer Limitations • Not peace officers • Cannot enforce other civil, traffic or criminal laws • Cannot possess or use weapons while enforcing disabled parking • Are not compensated by the City

  7. Program Success • 400 volunteer parking enforcement officers • 275 security officers • Volunteers responsible for 23 percent of more than 9,800 citations issued in 2005 • Partnership with METRO, HISD and local security firms
