  2. Background • 4-WGWH requested ad hoc working group to develop guidance document for implementation of Articles 6 and 7 of the Protocol. • Guidance document to contain coherent set of indicators for examination by 5-WGWH

  3. Copenhagen 9 – 10 May • Croatia, Czech Republic, Finland, Hungary, Malta, the Netherlands, Norway, Poland, Slovakia, Ukraine • UNECE, OECD • ISO, EUREAU • WHO and WHO Collaborating Centres

  4. Setting targets • Global commitments • Millennium Development Goals • Universal Human rights • Regional commitments • Conference of Ministers of Health and Environment • European Directives • National priorities

  5. Key target areas based on human rights • Access to water • Quality of the water supplied • Quality of the service • Reasonable distance

  6. Monitoring progress • Scientifically and technically sound • Compatible with existing systems • Complement existing systems • Field-tested before the 1-MOP-PWH

  7. Indicator criteria • Representative: answer public service questions regarding quality, continuity, and economy and responsive to new expectations • Measurable and reliable: easily accessible data, clear definition, and calculation method • Understandable each indicator makes sense to all stakeholders

  8. Indicators considered • JMP – technology based • EU monitoring strategy • ECOHEIS – ENHIS • National reporting systems • Mediterranean Action Plan • ISO

  10. Problems expected • Lack of information – electronic or otherwise • Wide dissipation of information over different stakeholders • Incoherence in data formats • Need for external quality control

  11. Progress • Two types of field testing • Field-testing ECOHEIS ECOHENIS • Amended WHO – UNICEF JMP • Problems encountered • Generally operable • Suggestions for improvement

  12. Actions by WGWH • Agree on the proposal of the expert group. • Environmental aspects/parameters. • Preparation for 1-MOP-PWH • Guidance document. • Current status – baseline. • Existing documentation • Provided by focal point • Special meeting for EECCA.
