Americans Create A Republic • 1781: the thirteen states ratify the Articles of Confederation • The Articles are the new laws for the US (now a Republic), each state will get one representative in new Congress • Problem: 1) hard to govern the new country since 9 of the 13 states had to agree on laws, collecting taxes, and trade • 2) States also can pass own laws and ignore the Articles • Constitutional Convention: 55 delegates used Enlightenment ideas to fix the problems or write a new constitution

Federalists=want a new constitution with a strong federal gov and separation of power (Mont) • Anti-federalists= strong state govs, with individual rights (L & V) Join or Die Political Cartoon Discuss: Which side do you agree with? 1. Identify the objects you see in the cartoon. 2. What are the symbols (use words)and what do they symbolize? 3. What is the message of the cartoonist? Which group at the Constitutional Convention would support this cartoon?

  4. A New Constitution • 1787: Washington helps the two groups compromise, they pass a federal constitution with a Bill of Rights • Washington, who was offered the title of King would turn that down and will be elected the nation’s first President (1789)
