  2. Why Redistrict? • Population Change • Range as a Percent of the Average (Mean) • Planning Commission required

  3. Legal Requirements • Redistricting must be completed by April 1 • Redistricting occurs every 4 years • City of Tampa ONLY

  4. Legal Requirements • The Planning Commission “recommends and approves” a redistricting plan • Supervisor of Elections proclaims new Districts

  5. Laws of Florida, Article VIII Section 8.03 • Hold one public hearing to solicit comments • Maintain precinct boundaries • Districts should be compact and contiguous • Each single-member district containing “as nearly equal as possible” population

  6. The Three “C”s • Compact Districts Concentration versus Dispersion • Contiguous District Single Unbroken Shape • Complete Precincts Preserve precinct boundary Eldridge Gerry “Gerrymandering”

  7. Public Outreach • Exceed one required public hearing • Six workshops throughout the City • One workshop in each District • Two weekend workshops • Public noticing via signage, website, mailout
