  5. What Problem? • CSE: FP assessment March 2003 (LASP) • Used 1991 Census and 1996 English House condition survey • 28% Fuel poor in Sefton (33% M/side, 23% Eng) • 9 of 23 wards, worst 10% • 31,893 households • best Ward Harrington 13%, 611 households • How reliable is this?

Referrers visit or see potential clients for SEARCH assistance. And send through fax referral. F. Client completes a DIYHEC over the phone and passed on to agency. G. Warmfront D. Filter process of Clients P. Client recommended for HtW grant award. J. Client offered Home Visit H. Client can navigate without Home Visit or non-priority group O. Client recommended for SEARCH grant award. N. Client unable to receive any SEARCH help other than advice in-situ M. HOME VISIT I. Advice Sent

  10. Lessons • Don’t limit your measures • Referrers treat them like spouses (don’t forget them, at least 3 cards a year) • long term exit plan (what happens when you run out of money) • Market the scheme (decision-makers)
