Context of Pennsylvania’s Early Intervention System Office of Child Development and Early Learning (OCDEL) • Joint office in PDE and DPW • One program – birth to five • One Coordinator • Joint ER and IFSP/IEP • Joint Monitoring Tool • One process for child outcomes • One process for family outcomes

  3. Infant/Toddler Programs 48 counties 30,000 children Preschool 34 MAWAs 40,000 children Context of Pennsylvania’s Early Intervention System At the local level

  4. Background on Family Outcomes Measurement • Same process in infant/toddler and preschool • NCSEAM family survey in English and Spanish • Census, based on active children in April • Information hotline to address any questions, further translations, etc.

  5. Sharing Family Outcome Data • Stakeholder input prior to dissemination and analysis • Continuous Quality Improvement/ Outcome Measurement Subcommittee of the SICC • BUILD Listserv • SICC report to the Governor

  9. Background on Child Outcomes Measurement • 2007-2008 • July 1st – started collecting child outcome data statewide • Could use one of 12 different assessment tools • COSF • Infant/toddler and preschool early intervention and PreK Counts programs • Joint database for all EI and PKC programs

Background on Child Outcomes Measurement • 2008-2009 • July 1st – most programs must use either Work Sampling System or The Ounce Scale • Use of online systems for WSS/Ounce in Fall 2008 • Infant/toddler and preschool early intervention, PreK Counts programs • Option for ‘non-required’ children

PA’s Bigger Accountability Picture • Early Learning Network • Currently under development • Ready for data entry in July 2009 • Database and data warehouse • Combines demographic database, Pearson online systems into a searchable accountability database • Infant/toddler and preschool early intervention, PreK Counts programs, Head Start, Star 3 & 4 childcare programs
