BLUF • FMO Tasked Via FIP for NAVSUP to Document Financial Systems and Processes for Transportation Of Things (TOT) • DON Financial Management Community Have Limited Knowledge of Transportation Processes • Delays in Commercial Carrier Payments • Delays in Distribution of Charges to Responsible/ Requiring Activities • Results: Interest Penalties • Command/BSO Insufficient or No Obligation • Limited Education on Processes

Our Approach • NAVSUP Initiated a Navy-wide Survey Assessing Commands/BSOs Management of TOT Programs • Three Survey Findings: • Gaps in understanding of transportation-related financial processes • Lack of relevant TOT financial training • TOT roles and responsibilities are not clearly established • Documented High-level TOT Business and Financial Processes and Flows • Developed TOT FM Training Packages • Collected TOT FM Guidance Materials and Policy Documents

Designing a Solution • Developed a Central Repository For DON • TOT FM Web Tool Serves As Single Source Guide to Navy-wide TOT Financial Business Functions • Provides quick access to comprehensive training materials, instruction, documents, and links relevant to daily FM responsibilities • Supplemented with detailed instruction on end-to-end financial transportation business functions in TOT FM Training Package

  5. FY09 Navy Transportation“Stuff” • Navy’s FY09 budget for transportation was approximately $2.1B • Service Wide Transportation (SWT) (TOT, Mail, NEXCOM, Customer Support ) • BUPERS – Military Personnel Moves (POV, HHG) • Command Specific Transportation

  6. TOT Systems • Multiple financial transportation systems generate essential TOT documents and reports utilized by Navy FMs to perform daily business functions

Department of the Navy (DON) Impacts & Risks • DoD FMR Volume 10, Chapter 13 • DRAFT requirements place DOD/DON in potential “non-compliant” status • Transportation Systems DoD-wide have no mechanism to validate: • “Funded” LOAs • Creation of obligation-type record for various Navy Accounting Systems • Commercial Transportation System • Syncada® (Commercial Processes) may be replaced • Web Tool reconciliation processes and training packages in jeopardy
