3. 2010-62 • Exempted Institutional financial aid – Federal need-based financial aid • Federalgovernment grants awarded based on a student’s demonstrated financial need are considered exempted institutional financial aid and are not counted in determining the institution’s financial aid limitations, regardless of whether the institution is responsible for selecting the recipient or determining the amount of aid, or providing matching or supplementary funds for a previously determined recipient.

It must be administered in accordance with the federal methodology for determining a student's financial need, i.e. the total cannot exceed need.

7. 2010-64 • Exempted institutional financial aid- state merit based financial aid • State government merit-based grants are considered exempted institutional financial aid and are not counted in determining the institutions' financial aid limitations regardless of whether the institution is responsible for selecting the recipient or determining the amount of aid, or providing matching or supplementary funds for a previously-determined recipient, provided the aid is awarded consistent with the criteria of the legislative requirements of an academic honor award or institutional academic scholarship and has no relationship to athletics ability;

9. 2010-67 Exempted Government Grants • To exempt benefits received by student-athletes under the Post-9/11 G.I. Bill, including aid from Veteran Affairs and the Yellow Ribbon G.I. Program, from counting toward a student-athlete’s individual limit or the institution’s financial aid limit

11. 2010-69-B • Financial Aid from an established and continuing program • To specify that a student-athlete may receive financial aid through an established and continuing program to aid students provided: • The recipient’s choice of institutions is not restricted by the donor of the aid • There is not a direct connection between the donor and the student-athlete’s institution

12. 2010-70 • Exception for aid in the summer • A student-athlete who had not received athletically related aid from the certifying institution during a previous academic year may receive athletically related financial aid to attend summer school, provided the student-athlete has been awarded athletic aid for the following academic year and the aid awarded in the summer is in proportion to the aid awarded for the next academic year. • Immediate

13. 2010-71 • Exception to one year period of award for graduates • A student-athlete who graduated during the previous academic year (including summer) and will exhaust his or her athletics eligibility during the following fall term may be awarded athletic aid for less than one academic year.

14. 2010-72 • Reduction or cancelation of financial aid – release of athletic aid • Before becoming a counter, if a PSA is awarded institutional financial aid unrelated to athletics that is of equal or greater value than his or her signed award of athletically related financial aid, the PSA or SA may, on his or her initiative, release the institution of its obligation to provide the athletic aid.

15. 2010-73 • Required GPA for exemptions of counter status and countable institutional aid • In order to exempt institutional financial aid that is awarded to transfer students (or renewals for current students) based solely on the recipient’s academic record at the certifying institution, the gpa must be a 3.00. • Also reduces the gpa for “institutional academic aid only” for football and basketball

16. 2010-75 • Grant-in-aid limitations-Equivalency computations-calculation of books • To increase the financial aid equivalency figure for calculation purposes for books from $400 to $800. • EFFECTIVE AUGUST 1, 2012

18. 2010-78 • Football limitations – Counters – Midyear Replacement • In football, to specify that an initial counter who replaces a midyear graduate may be counted against the initial limit for the year in which the aid is awarded (if the institution’s annual limit has not been reached ) or for the following academic year

PSA Observing Practices & Meetings • PSA Observing Practices and Meetings • Coaches cannot engage in practice activities with a PSA, however this does not preclude a PSA from only observing an institution’s on-field or on-court practice sessions (including those closed to the general public), regardless of whether he or she has signed a NLI or given a deposit. PSA’s may NOT observe off-field or off-court practice sessions (meetings, film review) that are closed to the general public if they have signed a NLI or made a deposit.

21. Post Up is a senior in high school and signed a NLI with College USA in November. Post is a finalist for a few awards, but he needs a few letters of recommendations for the awards committee to review. Post asks the Head Men’s Basketball Coach at College USA to write a letter of recommendation for him. Is this permissible? • NO. 13.2.1 (offers and inducements) and 13.10.2 (comments prior to signing) would preclude an institution’s coach from writing a letter of recommendation on behalf of a PSA

22. Alumna or Alumnus Participating in Occasional Practice Session with Former Institution’s Team • It is permissible for an alumna or alumnus of an institution (former student-athlete) to participate in an occasional practice session with a member institution’s intercollegiate athletics team, provided the institution does not publicize the participation of the former student-athlete in the practice session.

23. The softball coach at Ocean State University is very interested in Force Out, a junior prospect in high school. The coach wants to make sure Force knows how interested she is, so she sends an email to Force’s high school coach indicating that Force will be offered a full scholarship to attend Ocean State University. Is it permissible to send such an email to Force’s high school coach? • NO. Indirect Written Offer of Aid Before Signing Date. • Prior to August 1 of a PSA’s senior year in high school, it is not permissible for an institution to indirectly (through relatives, friends, coach, anyone responsible for directing an activity in which a PSA is involved) provide a written offer of athletically related financial aid or indicate in writing to the PSA that a grant will be offered.

25. New Policy for Entertainment Money on Official Visits • In order to receive any entertainment money for official visits: • Itineraries need to handed in and approved. • Any activities (movies, bowling, going to the mall, pizza) that require use of the entertainment money will need to be on the itinerary. • All activities need to be arranged = on the itinerary. • Advancement Request will need to indicate you are using the money for official visit entertainment.
