What is a project description? • A description of the proposed action and the action area (area including all direct and indirect effects). • Can be documented in: • biological evaluation (or similar document) • NEPA documents • draft plans for different portions of the action • correspondence • telephone records, meeting notes, and other miscellaneous documents

  4. Project description – what to cover? • Who are you? • What is your project? • Where? • Stressors produced? • When? • Birds or their resources exposed? • Effects anticipated? • What conservation measures are you incorporating?

What analysis advises project description? • Effects analysis: A thorough analysis of an action’s effects on the species and habitat is an essential component of the developing a project description. • Impact Analysis: Effects that are avoided need not be addressed. In these cases, you can identify potential stressors and measures taken to manage the stressor.

  6. Analyzing Effects • Effects = Exposure + Response • Exposure – which organisms and habitats will be affected by the components of the proposed action? • Response – what happens when the organisms and habitat are affected by the components of the proposed action?
