GENERIC PWSP PROCESS Produce draft PWSP Sector Stakeholder Workshop Initial analysis & synthesis Water Resources Inputs Iterative Process Outcomes: 1. Agree broad objectives & high level strategy 2. Task Team Existing PSPs Forward to National Task Team to discuss & approve

Provincial Water Sector Plan • The PWSP replaces the old Provincial Sector Strategy (PSS) • It consists of the (old) PSS, plus a 5 year workplan • There are however a number of new requirements • The PWSP sets out what the sector hopes to achieve in the next 5 years and how it will do it • It is essential that it is developed via a highly collaborative process

  4. New challenges and paradigms in the 2007/08 – 2011/12 PWSP • 5 Year timeframe • Integration of water resources aspects • Incorporate full sector requirements in terms of budgets etc. • Determine (realistic) needs, not just MTEF figures • “Water for Growth and Development”

Key deliverables • Revised strategy/strategic framework • 5 year workplan • Standard workplan format • A participative, collaborative, IGR process • 2 funding scenarios: MTEF and “realistic needs” • Integrating water resources aspects • Integrating programmes and strategies of sector partners • Signing off by Premier/MEC: 2007??

Development of the PWSPs: broad successes • First drafts produced by deadline! • All provinces have made a good start at integrating the water resources aspects • All provinces have made a start at addressing the broader implications of the W4GD imperative • 7 have initial 5 year workplans in place

Development of the PWSPs: generic challenges • Timeframe for development was too tight to allow adequate consultation • Participation of sector partners (and their plans, programmes, etc) • Realistic evaluation of budgets • Development of 2 funding scenarios • Participation of Premiers and provincial government • Understanding the implications of W4GD is still a work in progress! • Bulk supply projects • Capital maintenance projects • Supply to schools and clinics

Key strategic trends emerging from the 9 PWSPs (1) • Addressing service backlogs: • Basic water • Basic sanitation • Eliminating buckets • Bulk supply • Water services to schools • Water services to clinics • Capital maintenance • Big emphasis on improved planning • Institutional development and support: • Local government • DWAF • Water resources institutions

Key strategic trends emerging from the 9 PWSPs (2) • Operational sustainability • N.B. water conservation and demand management • Accelerating implementation of the regulatory environment • Water allocation reform • Water for Growth and Development • Links to IDPs and PGDS’ • Job creation • Identify key infrastructure projects (both WS and WR) • Sector collaboration and intergovernmental relations • Cross cutting issues • Water resources management

  11. What now? • Compete 2007/08 to 2011/12 process by end March • Still many challenges to address in this time! • Full ownership and leadership by DWAF Regional Offices • Thereafter publish and formal launch: April • Lesson learning workshop tomorrow
