  2. According to the World Health Organization (WHO), more than 1 million people are killed on the world's roads each year.

  3. For road traffic safety purposes it can be helpful to classify roads into three usages: built-up urban streets with slower speeds, greater densities, and more diversity among road users; non built-up rural roads with higher speeds; and major highways . reserved for motor-vehicles, and which are often designed to minimize and attenuate crashes.

  4. Most injuries occur on urban streets but most fatalities on rural roads, while motorways are the safest in relation to distance traveled..

  5. Driving under the influence, is currently the crime or offense of driving or operating a motor vehicle while impaired by alcohol or other drugs, to a level that renders the driver incapable of operating a motor vehicle safely.

  6. A breathylizer is a device for estimating BAC from a breath sample. Depending on the jurisdiction, BAC may be measured by police using three methods – blood, breath, or urine. For law enforcement purposes, breath is the preferred method, since results are available almost instantaneously.

  7. For drivers suspected of drug-impaired driving, drug testing screens are typically performed in scientific laboratories so that the results will be admissible in evidence at trial. Due to the overwhelming number of impairing substances that are not alcohol, drugs are classified into different categories for detection purposes. Drug impaired drivers still show impairment during the battery of standardized field sobriety tests, but there are additional tests to help detect drug impaired driving.

  8. In addition to this, there are other criminal offenses in traffic that endanger the lifes of people. Non-enforcement of the law has led to the following:  Over the past decade, Montenegro lost 873 lives on the road.4,857 people were seriously injured, while more than 30,646 slightly injured over the last decade.For the past 10 years, there were 83,077 traffic accidents in total.Almost every hour, there’s at least one accident; i.e. more than 20 a day!The death toll is the worst among the youngest and the oldest – most of fatalities belong to 25-35 and over 65 age group. In respect to gender, men account for 82% of people killed on the roads in 2016.If we look at 2016 only: With 10.4 traffic accident fatalities per 100.000 inhabitants -  this is twice higher than the EU average mortality rate of 5.1.  

  9. At the end of this presentation, we can conclude that traffic rules, due to its importance should be constantly improved, in order to protect society and humenlifes.
