JROTC Today • Recognized in 2005, in an accreditation letter from the Southern Association of Colleges and Schools (SACS) • JROTC directly supports the school’s mission and mandates per the “No Child Left Behind Act” • by integrating technology, linking content to state standards, integrating reading and writing, and providing character and financial education • Cadets of all abilities and backgrounds learn: • life skills, study and test-taking skills; develop critical thinking; improve wellness and fitness; and increase academic achievement • Outcomes of JROTC are charged to over 4000+ instructors that provide institutional knowledge, leadership, and experience • The return on investment (ROI) provides intrinsic value and an engine for social stability to schools, communities, and the country

JROTC Today (cont) • JROTC has emphasized character education, citizenship and leadership, and promoting the value of selfless service, personal responsibility, teamwork, self-discipline, and a sense of accomplishment • JROTC impacts over 1645 high schools (25 NDCCs) - comprising over 287,000 young men and women • JROTC is funded and managed in a cooperative effort between the military and host institution • JROTC adds substantial contributions to overall school performance and average daily attendance ratings worldwide

Strategic Goals • Goal #1: Recruit, qualify, certify, train, retain, and manage competent, professional instructors • Goal #2: Maintain a world-class citizenship curriculum within the character/leadership development program of instruction • Goal #3: Lead, guide, and direct a viable, responsive evolution of the JROTC program

Commander, JROTC Philosophy • Keep JROTC a strong and viable program • Reduce activities that are a waste of time • Increase our support of each Principal’s vision • Inspire our graduates to move into rich post-secondary education experiences • Research reasonable ways for Cadets to earn graduation credit for subjects taught within the JROTC curriculum • Physical Education or Health • Execute a Campaign Plan for instructors to attain state teacher licensure/certification for embedded subjects • Embrace the challenges to better our program and advance our mission of “Motivating Young People to Be Better Citizens”

JROTC Information Update • Expand JROTC by 265 new units (FY2010-2012) • Replace Garrison Cap with Grey Beret and Flash • BDUs wear-out date Apr 09 (No BDUs at FY09 JCLCs) • Research Funding of ASUs for Cadets (Cadets outfitted by FY2012) • Develop Medallion for JROTC Graduating Cadets • Develop award to recognize tracking of post-graduating Cadets • Execute Drill Rifle/Air Rifle Shipment (Sep 08) • Status of the JROTC Leadership Symposium • Instructor Shortage (need your help as a Recruiter for Instructors) • Requirement for an Associate Degree • BRAC Re-location to Fort Knox = Loss of Continuity

Conclusion • JROTC is a large, popular, Program that: • Teaches citizenship and leadership roles • Integrates current instructional strategies • Offers college credit to cadets and instructors • Hosts quality competitions to motivate cadets • Continued support at the highest levels is a must • Recruit, Certify, Train, and Retain the Instructor Workforce • Continue to Provide the Resources necessary to execute our mission

CG’s Guidance • The timeline is aligned with the transition of the SROTC Bde transformation timeline. • The JROTC Bde Staff and programs will remain under the C2 of Bde Commanders until all newly aligned Bde/Geo Boundaries are completed on or about Oct 2009; at which time the new JROTC Bde will stand up. Once formed the staff at each location will be titled Area Coordinators (AC's. Example: AC Dix, AC Bragg, AC Monterey etc.) • There will initially be four forward deployed Assistant ACs with staffs located at Redstone Arsenal, Ft. Leonard Wood, Ft. Carson and Monterey. These forward deployed Assistant ACs and their staff will be phased out in the out years (three or more years) to facilitate co-location with owning AC headquarters. Example: Ft. Leonard Wood staff will move to Great Lakes, Ft Carson to Ft. Sam Houston etc.

CG’s Guidance • Detailed MOUs will be done and CCR 145-2 updated that mandates Bde Commanders, PMS and AC will maintain a formal relationship once the JROTC Bde is formed. • Bde Commanders will be required to support/sign risk assessment and inspect all JCLCs assigned to them once the JROTC Bde is stood up. • A JROTC BDE DCO will be located at Ft. Lewis. The command will provide the JROTC Bde a YC03 civilian authorization concurrent with the standing up of the BDE.
