Significance of the 2009 NMMSS Meeting • Diverse and broad cross section of the NMMSS users community and stakeholders • The entire DOE and NRC NMMSS program management team is in attendance • It offers a timely opportunity to: • Discuss operational issues and challenges that we collectively face • Provide you with a progress status and actions being taken to address them • Hear from you about your needs, priorities, and suggestions to: • Improve, enhance, and streamline the operation • Identify common sense and practical solutions to address known issues

Significance of the 2009 NMMSS Meeting (Cont’d) Key Fundamental Changes to Ensure Performance Accountability and Transparency: • Greater emphasis on “Federal” accountability for the NMMSS operation and performance, e.g., • Web-based “Report Card” • Near completed consolidation of program management and operational infrastructure at HQ • Increased senior management engagement in and awareness of day-to-day operational issues • Improved direct and unfettered access to the NMMSS Federal program management team by the users community

Current Operational Issues(Internal) • Normal and anticipated operational issues associated with any major transition and consolidation • Backlog and report timeliness • Network , software, and infrastructure • Continued legacy programmatic issues • Reconciliation and report timeliness • Network , software, and infrastructure • Ownership and status of material • Multiplicity of reporting requirements and formats • Competing priorities for limited resources Appreciate your continued patience and support throughout the transition process!!

Current Operational Issues(External) • Continued external scrutiny of NMMSS performance • Major Criticism: Department can not fully account for nuclear materials loaned or leased to domestic licensees • Recent DOE Office of Inspector General Audit Report, dated February 2009 (DOE/IG-0813) • Accountability over Department-owned Nuclear Materials • DOE owned material at NRC Licensees ineffectively managed by DOE • DOE Manual changes in 2006 not effectively implemented • Material write-offs without adequate justification

Near-Term Priorities and Action Plans (Internal Issues) • Resolve remaining day-to-day operational issues and backlogs • Priority: Ensure NMMSS users can continue to meet their reporting obligations • Developed a specific get-well plan • Applying resources • Streamline day-to-day operation to gain efficiencies: • Identify and minimize redundancies, duplications, and overlaps • Improve infrastructure functionalities • Reduce error rates to increase processing and improve response time • Increase outreach and awareness— focus on roles and responsibilities • Internal and external to the NMMSS Users Community

Near-Term Priorities and Action Plans (External Issues) Action Items in Response to the Office of Inspector General Recommendations: • Conduct the Material Balance reconciliation activities of NMMSS and DOE owned licensee material by 9/30/2009 • Identify material to be returned to DOE as the reconciliation is conducted • Independent assessment to be completed by December 2009 • New NRC reporting requirements • Web based training to be implemented in early 2010 • Continue to depend on facilities to report reliable information • Use the breakout sessions to identify other needs and action items

Ongoing Operational Priorities • Further the credibility and vitality of the NMMSS • Strengthen the already strong ties among the users community • Continuously tap into your insights and ideas on how we can collectively do better • Find out first hand about your needs, priorities, and concerns • Solicit and encourage your active engagement and partnership as we go forward

Summary • The NMMSS is a critical tool for the U.S. Government • Enables operational awareness of the inventory, status, and whereabouts of nuclear materials • Facilitates informed decision-making • Timeliness, accuracy, and completeness of the data and information is paramount to its success
