  4. Main outputs In parallel the following outputs have been delivered: 3. • In-depth review of Twinning projects identified so far for drafting the first AWP • 1st Study Tour • Finalisation of 1st training session

  6. Issues to be highlighted 3 key areas Agreement by all main stakeholders of initial Annual Twinning Work Plan and project Road map (i) Establishment of the permanent and formalised network of focal points (ii) Role of the Project in the daily functioning and sustainability of the PAO (iii)

  7. Projects pipeline to be achieved during ITTO project to identify a minimum of 5 new potential Twinning projects to prepare 5 new Framework Contract ToRs to contract 7 Twinning projects

  8. Project approach 3 components Raising awareness and informing on Twinning and TAIEX 1. Assistance to line ministries in identification and projects’ implementation 2. Support to PAO to ensure its long-term sustainability 3.

  9. 12 activities • Establish the WEB site properly functioning as an MIS; • Dissemination of appropriate information; • Consultation and Advice for stakeholders; • Twinning and TAIEX capacities of the Beneficiary Ministries/Agencies enhanced; • Support for the development of Twinning Proposals and TAIEX requests; • Drafting of ToRs for Framework contract; • Assistance to the development of Twinning Fiches (TF); • Procurement procedures; • Support in preparation of Twinning Contracts and TAIEX requests; • Support execution of Twinning Projects; • TAIEX requests’ follow up; • Twinning and TAIEX capacities of the Programme Administration Office enhanced.

  10. 27 outputs/results 3.4.1. Awareness and provision of information 1.1.1. Web-site established by April 2008. PAO/ITTO staff trained by June 2008. Beneficiary staff trained by September 2008 and Web-site updated; 1.2.1. Newsletter produced, launched and disseminated quarterly, first by February 2008 1.2.2. Guidelines for the development of Twinning projects and applications for TAIEX support produced by March 2008; 1.2.3. Information materials: project leaflet, Twinning and TAIEX brochures; 1.2.4. Quarterly meetings organised with MS diplomatic missions; 1.2.5. Training workshops organized at least each quarter; 1.3.1. Bilateral working meetings organised for ad hoc support to potential beneficiaries.

  11. 27 outputs/results 3.4.2. Assistance to line ministries in identification and implementation of projects 2.1.1. Focal points network established and properly functioning 2.1.2. Training organised on a regular basis for each phase of the Twinning project cycle 2.2.1. Twinning projects and TAIEX requests are being analysed and selected 2.3.1. ToRs for Framework contract experts are endorsed by beneficiaries, PAO and EC 2.4.1. Briefing meetings organised with experts 2.4.2. All Twinning Fiches and respective reports will receive professional quality control before sending to EC. 2.5.1. Draft Advance Notice prepared 2.5.2. Web site and data base established as an information management system (MIS) 2.5.3. Selection meetings organized 2.6.1. Regular consultation meetings for support in preparation of Twinning contracts and TAIEX requests 2.6.2. TAIEX requests developed 2.6.3. Draft Twinning Contracts and Budgets are delivered and signed within the contractual requirements 2.7.1. Opinion on quarterly reports is transmitted to all stakeholders 2.8.1. Assessment of TAIEX events.

  12. 27 outputs/results 3.4.3. Support to PAO 3.1.1. An Annual Twinning Work Plan (AWP) is developed and updated on a quarterly basis 3.1.2. Internal manual of procedure of PAO produced by July 2008 and procedures implemented (communication line, filing system etc) 3.1.3. An RTA welcome Pack is drafted and procedures for establishment and registration in Azerbaijan defined 3.1.4. Library and archive section on the web site established by September 2008 3.1.5. PAO/ITTO staff is trained and material disseminated 3.1.6. Regular contacts with other PAOs.
