  21. Benefits of SWAN project in NER to State Govt. • The unique strength of Optical Ground Wire (OPGW) based network on power transmission network provides a sturdy, reliable and scalable backbone network for SWAN.This network would serve as the communication backbone for state E-governance applications, citizen information portals, internet access, messaging, voice and video. • Computerization of Government Institutions like Secretariat ,Treasury & Accounts, Election Commission, Fishery, Veterinary, Sales Tax, Revenue, Land Records , Driving License, Schools, Hospitals etc. • Implementation of Web Development of the Geographical Information Systems in Computer (Satellite Imaging, Forestry, Flood Control, Agriculture etc.) The State can utilise this network potential as an opportunity for employment generation and entrepreneurship development in various villages and towns. As the network reach expands, the state can plan to invite local entrepreneurs to open up and run information kiosks leading to overall economic development of the region. • Extend government interaction and services for citizen services through local entrepreneurs who will manage the applications while government can extend the connectivity services • The network being a high speed network will provide seamless connectivity for citizens, business and all public sector electronic services

  22. Benefits of SWAN project in NER to State Govt. • Despite rapid developments in technology and the proliferation of communication infrastructure in the country, the number of telecom and IT players in the North Eastern Region is limited as compared to other regions of the country. Concerted efforts are required to develop the information infrastructure of the region thereby making the region viable and attractive for various IT industries. A highly scalable and robust back bone information network in the state can spearhead revolutionary changes in the state of IT and the economic and social status of the state in particular and the North-Eastern region in general. While the government machinery would become more transparent and information rich, the information backbone network can become effective vehicles to ensure that benefits of IT reach the masses at grass root level. • Broadband internet connectivity to every household that other wise do not have access to high quality communications will become a reality • State Government can extend its network capability to defence and other para-military services who would require a reliable, sturdy and secure communication channel. • The network will be suitable for deployment of distance education programmes / tele-medicine programmes where expertise from even other parts of the country can easily be leveraged for the benefit of rural areas in NER .

  23. Benefits of SWAN project in NER to Power Sector • All Power utilities can connect their respective Sub-Station for SCADA, EMS facility with their respective HQ • All the commercial offices can be connected to HQ through this Network • The State Power utilities can earn revenue from ROW Charges for installation of OPGW on Transmission lines • Service providers can use the same network for reaching to the remote places without any network duplicity
