  3. Specific Reform Proposals Need for visionary, holistic and strategic approach to city planning as against current piecemeal approach 2030 Study has been overtaken by events New master plan, in particular new MetroPlan, required to include the harbour and solutions for older neighbourhoods
  4. Planning Process Reforms Truly independent Town Planning Board with independent Chairperson, Committee Chairs and Secretariat Appointment of independent, unaligned unofficial members Special areas of control on precinct basis: Special design areas (SDA) Environmentally sensitive areas (ESA) Conservation areas (CA) Clarify validity basis of OZP’s and planning approvals

Land Related Reforms Reconsider land revenue maximisation mandate Recognise community, social and public realm as having “value” and foster understanding of concept of intangible value/benefit within Government Non in-situ transfer of plot ratio Monetisation of unutilised development rights to enable conservation of heritage and other valuable structures
  6. Building Control Reforms Complete overhaul of Buildings Ordinance required Need to review Building (Planning) Regulations Special building regulations for heritage buildings and other conversions/adaptive re-use situations Expansion of Operation Building Bright maintenance driven initiatives

New Initiatives Growing appreciation in Government that system not working Creation of Heritage Commission, Waterfront Unit and Development Opportunities Office within Development Bureau URA Strategy Review Building Design to Foster a Quality and Sustainable Built Environment Engagement exercise – Council for Sustainable Development

Sustainable Built Environment Engagement Three key areas of focus: Sustainable design – building separation, set backs Impact of gfa concessions to encourage green features on bulk and density Building energy efficiency improvement These are only symptomatic of the wider challenges outlined above and are all inter-related with many other considerations Engagement opens door for wider response from the professions, the real estate industry and the community
  9. What are we really trying to achieve? Identification of key objectives and setting of targets Better quality of life for all Hong Kong residents Increase in living space per capita Coherent and holistic territory/regional/ district/neighbourhood planning Measurable reduction in emissions, carbon footprint and heat island effect
  10. What are we really trying to achieve? Site specific treatment re density, set backs, greening levels and carparking provision within an area context Enhancement of streetscape Differentiation in treatment of new and existing development areas in terms of planning approach Introduction of sustainable transport policy and an integrated solution to traffic management
  11. The Opportunity In essence, Administration has put the cart before the horse in engaging public on detail rather than overall picture However, opened Pandora’s Box by inviting public views Should seize opportunity to comment on all aspects of the planning and delivery process Over-arching issue – what is sustainable development in the context of Hong Kong
