It is the Chinese government’s policy to encourage foreign enterprises to participate in Clean Development Mechanism (“CDM”) projects, which allow developed countries to meet part of their own emission reduction targets by investing in China. By July 2011, the National Development and Reform Commission (NDRC) had cumulatively approved 3,154 CDM projects across the nation, focusing on new energy, renewable energy, energy conservation, enhancement of energy efficiency, methane recycling and reutilization as well as a variety of other areas
