  3. 2007 AASHTO Survey • Very low to moderate level of capacity to understand and address freight transportation needs: • FHWA Division Offices: 78 percent • State DOTs: 66 percent • MPOs/RPOs: 62 percent • Top training needs: • Engaging the private sector • Freight financing • Freight planning • Freight logistics

National Freight Policy Framework • U.S. Department of Transportation (www.dot.gov/freight) • Vision: The United States freight transportation system will ensure the efficient, reliable, safe and secure movement of goods and support the nation’s economic growth while improving environmental quality. • Objective 1: Improve the operations of the existing freight transportation system. • Objective 2: Add physical capacity to the freight transportation system in places where investment makes economic sense

Multi-Jurisdictional Freight Coalitions • NASCO • Shadows I-35/I-29/I-94 and connecting transportation infrastructure in Canada and Mexico • Includes cities, counties, states, provinces and private sector representatives along the corridor. • Support multi-modal infrastructure improvements, technology/security innovations and environmental initiatives • Northern Great Plains • Includes Iowa, Minnesota, Nebraska, North Dakota, South Dakota and Manitoba • Develop and implement regional solutions
