The concept of SBR The basic concept of SBR is standardization of: • Data: • XBRL-Taxonomy • Processes: • Standardized processes to file XBRL / SBR reports, including a Intelligent Gateway (Digipoort in Dutch) • Modeled by using BPMN (Business Process Model and Notation) • Technology and techniques: • Using “Open Standards’, like XBRL, Web services (SOAP, EBMS, WUS) Standard Business Reporting ProgramA Netherlands government initiative

  3. Why SBR? SBR means standardization in the process of financial reporting: • Business to government • Currently: Tax office, Chamber of Commerce and Central Bureau of Statistics • Future: Agro sector, Healthcare, Education, • Business to business • Currently: Credit risk reporting to banks • Future: Insurance, Pension funds • Government to Government: • Future: Reporting of schools to the Ministry of Education (Regulatory Reporting) • Cost for Cure & Care in the ageing society In short:Create an administrative and technical infrastructure which provides the conditions for easier filing processes to lowering the overall level of transaction costs. 3 Standard Business Reporting ProgramA Netherlands government initiative

SBR-NL History • From 2000 onwards: government priority to reduce administrative burden for business: • The “fuss” of complying to government regulations • 2002/03: recognition of potential of XBRL: • a means of reducing the cost of financial reporting to government • 2005/06/07: start of the NTP: Netherlands Taxonomy Project • Development of initial thinking with regard to Taxonomy • Development of design for a Generic Intelligent Infrastructure (Receiving messages for all participating government agencies) • 2008/09: development and implementation of major tools: • NL-Taxonomy 2010 • Intelligent Gateway (Digipoort in Dutch) / Process Infrastructure • 2009/10/11: move from development to implementation • 90.000 instances in 2011 • 2012: adoption & move from project to going concern Standard Business Reporting ProgramA Netherlands government initiative

SBR-NL Approach • Government and business in the 21st century: a complex relationship: • The “business of government” is a complex thing • The “business of business” is a complex thing • The “business” of government and business interacting with each other is even more complex • Reducing this complexity requires standardization of filing processes and data: • Allow for generation of reports directly out of basic administrative systems • Allow for system2system processing • Thus: • Creating less administrative burden within reporting organizations (business) • Higher level of data quality in “receiving” organizations (i.e. government/banks) • Creating Standards requires co-operation in a competitive market; therefore the SBR NL Program is a co-operation between Government and Business Standard Business Reporting ProgramA Netherlands government initiative

SBR-NL Program Challenges • SBR-NL challenges: • Work in a competitive market • Seeking the buy-in of organizations involved (public & private sector) • Getting the market to actually start using SBR • SBR-NL: seeking co-operation: • on issues that have deep impact for business- and government processes • were not understood by many • Therefore: Development & Dissemination of Knowledge is key topic Standard Business Reporting ProgramA Netherlands government initiative

SBR-NL in action • Objectives: • Growth of number of intermediaries involved (Road show in 2011) • Growth of number of instances filed (> 90.000) • Growth of agencies interested (Education, Pension Funds, Care / Cure) • Development of a robust governance structure • Governance structure • SBR Council: • High level representatives of business and government • Strategic decision making • SBR Platform: • Representatives of business community and government • Hands-on experience • Constantly generating issues that may block the uptake of SBR • SBR Expert groups: • Expert groups for Data/Taxonomy, Processes, Marketing & Communication • Bringing together all available expertise in the Netherlands (and from outside, if needed) • Finding solution for the issues • SBR Program Team: • Supporting the various groups with expertise • Support actively implementation and adoption Standard Business Reporting ProgramA Netherlands government initiative

SBR-NL International / European focus International focus • Cooperation with Australia • SBR International Forum • Objectives • Focus on SBR developments by governments • Information sharing • Developing / selling the SBR concept • Chair Australia, Co-chair NL • Member of Government / Regulatory Special Interest Group (GRSIG) • ‘Participating’ in XBRL International Inc. European focus • Main target European Commission • With support European member states who support SBR • Main objectives • Information sharing, developing / selling the SBR concept • Safeguarding our SBR investments / interests Standard Business Reporting ProgramA Netherlands government initiative

Where are we now? • The NL-Taxonomy is available for 2012 • The Intelligent Gateway / Process Infrastructure (Digipoort in Dutch) is operational since end 2009 • May 2011 decision made: XBRL / SBR the exclusive channel (mandate) for SBR reports starting from 2013 with Tax reports, followed by Financial Statements and Statistics. Credit risk reports will be on voluntarily basis • Now with the mandate: • Software vendors have started to adjust their products with XBRL / SBR functionality • Financial intermediaries started to adopt and to use XBRL / SBR • SBR Team is supporting implementation and adoption by providing, Information, Knowledge and Active support. What’s up for this 2012 and ……….? • Adoption by the businesses • We will finish the initial phase of our program: • Receiving the amount of instances we are expecting • Stabilizing our processes and procedures • Improving the taxonomy (dimensions, formulas) • Transition from a project to a “going concern”: • From a project organization into a structured permanent setting • Operational excellence: 24/7; 99.99 • Broadening of scope: • Exploration of additional government agencies and their filing processes Key issue: Development and Dissemination of Knowledge University of Delft Standard Business Reporting ProgramA Netherlands government initiative
