Bypass CSA Flag Issue: Impact on ESIID Activation and Premise Management

The Non-CSA CR submitted an MVO with a bypass CSA flag, resulting in the CSA CR being unaware that the ESIID is inactive. This oversight can lead to a unit being left without power, potentially incurring permit charges in the hundreds of dollars for the CSA premise management company. There are currently two codes available for bypassing the CSA at ERCOT: REF~1P~B44 (indicating a meter removal) and REF~2W~MVO (intended for use by CSA CR only). This issue is a continuation of a previous problem identified as 2007-I075.

  2. Issue • Non-CSA CR submits a MVO with the bypass CSA Flag, resulting in CSA CR never knowing the ESIID is not active. CSA premise management company is left with a Unit with no power and may incur charges for permits in the hundreds of Dollars. • See original issue 2007-I075 • There are currently 2 codes that can be used to bypass the CSA at ERCOT. • REF~1P~B44 (indicates that the meter is no longer needed and should be removed) and REF~2W~MVO (should only be used by the CSA CR)
