AB 484 Status and Impacts • Passed by legislature • Awaiting governor’s signature • Creates the Measures of Academic Performance and Progress (MAPP) to replace the Standardized Testing and Reporting (STAR) program • Suspends the Academic Performance Index (API) for two years • Transitions to the Smarter Balanced Assessment Consortium tests • Federal reaction uncertain (double-testing waiver)
State Assessments for 2013 – 14 • Eliminates most STAR tests; tests remaining for this school year include: • CST and CMA science tests at grades 5, 8, and 10 (life science) • CAPA at grades 2 – 11 • CSTs at grade 11 to support students’ voluntary participation in the Early Assessment Program (EAP) • Standards Based Tests in Spanish as an optional assessment for English language arts and mathematics in grades 2 – 11 CST = California Standards Tests CMA = California Modified Assessment CAPA = California Alternate Performance Assessment
Smarter Balanced Testing for 2013-14 • Participation in the Smarter Balanced field tests — scientific sample — at grades 3 – 8 and 11 • California will expand participation to all schools in the state • Not every student will take both the English language arts and mathematics field tests • Will not receive student-level results; the field test is a “test of the test”
Smarter Balanced Testing for 2014-15 • All students at grades 3 – 8 and 11 in both ELA and mathematics (except CAPA students) • Includes computer adaptive questions (many with new question types, e.g., technology enhanced, multiple correct answers) • Constructed Response and Performance Task components • Will receive student-level results 2 – 3 weeks after testing • Availability of Smarter Balanced interim assessments and item bank
District Assessments for 2013-14 • We will continue to assess students and monitor progress • Transitioning away from old ELA and mathematics benchmark exams aligned to old standards • Keep the grades 3, 4, and 5 science benchmark exams • Introducing new, Common Core-aligned interim assessments in ELA and mathematics • Continue with end-of-unit or end-of-topic grade-level tests and end-of-course exams • Continue other district assessments where appropriate (e.g., WRAP) and site-based assessments
Implications for SSCs and SPSAs • The process and data for goal setting and data review will change during the transition • Targets for old benchmark exams, CSTs, API, or safe harbor are no longer relevant • Sites, in collaboration with their area superintendents, will define targets/goals based on site-level priorities and districtwide direction where provided
