  18. recommendations First: make it clear that • goal of GIS is to make the city function better • GIS is an integral part of the information system which • supports “services” the city provides to its citizens The analytical capabilities are far more important than the mapping functions and/or software and hardware concerns for the City Second:Create greater demand for higher-end GIS applications and analysis by educating personnel and planners who want contracts with the City GIS DECO
