Methods: Measurement period and data sources • Targets • Period: October 2011-September 2012 (annual) • Data sources: COP, SAPR • Achievements • Period: October 2011-June 2012 (goal: 75% of target met) • For some indicators, data was only available through March 2012 (goal: 50% of target met) • Data source: URS, supplemented with SAPR when indicator not reported to URS

Methods: Indicators • Selected 12 NGI indicators included in COP in most countries (Ethiopia reports 9/12 indicators) • Span multiple programmatic areas • 11 indicators have numeric targets (e.g. # of pregnant women with known HIV status in PMTCT setting) • Calculate % target achieved • Numerator=Achievement / Denominator=Target • 1 indicator has % target (i.e. % of ART patients known to be alive and on treatment at 12 months) • Assess whether target exceeded, achieved or not achieved • Compare % retained in last reporting quarter to target

  17. Challenges • Discrepancies between data maintained in-country and URS • PMTCT testing, HTC services, current HIV care enrollment undercounted in country due to incomplete reporting from new facilities, subsequently corrected in URS • New on ART undercounted in URS • CTX prophylaxis and TB screening among current patients in HIV care not reported to URS • USG in country still uses PEPFAR 1 indicators • Needed to match PEPFAR 1 v.s. NGI (Starting COP 13, will use NGI targets)
