  2. What are social transfers? • Social transfers are money or goods which are transferred directly to citizens by their government or by NGOS (or a trust) • They can be targeted to particular segments of the population, or they can be more universal in scope

  3. Where in the world can we find social transfer programmes already in operation? Afghanistan, Argentina, Armenia, Bangladesh, Bolivia, Botswana, Brazil, Burkina Faso, Burundi, Cameroon, Chile, Columbia, Costa Rica, Cote d’Ivoire, Ecuador, Egypt, El Salvador, Ethiopia, Gambia, Ghana, Guinea, Guyana, Honduras, India, Indonesia, Jamaica, Kenya, Korea, Lesotho, Madagascar, Malawi, Mali, Mauritius, Mexico, Mozambique, Namibia, Nepal, Nicaragua, Nigeria, Pakistan, Panama, Paraguay, Peru, Philippines, Russia, Somalia, South Africa, Sri Lanka, Taiwan, Tanzania, Turkey, Uganda, United Kingdom, Uruguay, West Bank and Gaza, Zambia, Zimbabwe…

  5. Dilemma in Nepal: how to get pensions to the people who need them, many of whom are illiterate? • Solution: Nepalese horoscopes used for documentation for universal pension scheme

  6. Things to bear in mind • There’s plenty of evidence for the developmental benefits of social transfers • This means that pilot schemes to demonstrate their effectiveness in terms of development may be unnecessary • Universal schemes tend to be more efficient than targeted ones - and Cap and Share is universal • The documentation process needs to be flexible. There isn’t one single blueprint that works everywhere

  7. More things to bear in mind • Broad political support is crucial • Technology can help a lot with security • Appeals process is important • Good communication with media is important • Single data registry helpful but not crucial • Above all…take existing programmes into account
